They could have. I did not say, there were not. I just pointed out a historical fact. The real world problems are more complex. There are several insurgencies going on there with multiple number of backers. There is an insurgency to make a "Greater Baluchistan". There is another insurgency which is Wahabi and anti-Shia. And yet there are criminal activities going on which themselves have become sort of an insurgency eg. the smuggling of cheap diesel fuel from Iran to Pakistan and Afghanistan and smuggling of narcotics from Afghanistan and Pakistan into Iran. The solution to these problems from Iran's perspective is better border control, better internal security, economic development of area, countering Wahabi propaganda and making Pakistan's area inhospitable to anti-Iranian elements.

if we even export them how we going to get money ??
we under sanction and Banking sanction .and if 3rd country does because with us the U.S will put sanction and penalty on the 3rd country .
so the answer is no
but we do it anyway in low quantity which we know we able to transfer the money back to the country
