China has the world top students but doesn't have the world top 10 universities, this is a very unpleasent mismatch that China needs to fix.

China doesn't have the world's top students. Most top students don't care about "international math olympiad"

There really isn't anything called "top universities". There isn't really an objective way to rank universities (especially non-STEM departments). It's like trying to rank beauty.

Higher education is intended to instill critical thinking skills.
