As to what should be Indian policy :

1. Policy on international issues : One that promotes international peace and stability, in line with UN charter.

2. Policy on Domestic issues : Strive towards eradication poverty and hunger , in line with UN millennial goals.

3. Policy on Kashmir : In line with UN charter and Indian constitution where it deviates from UN charter. But Indian constitution takes precedence, as far as Indian policy is concerned.

The question being debated is the expansion of UNSC and not reduction of UNSC. If UNSC were ever to be reduced in size, France and Britain would be the first to go.
