What is the total sanctioned strength of the IN does it change according to the govt at the center?

Current sanctioned strength of:

Officers: 10,600 (Actual strength as of May 2013 was 8,700.)
Sailors: 50,000
Civilian manpower: 43,000

Sanctioned strength for the expansion plan to be completed in 15 years:

Officers: 13,700
Sailors: 85,000
Civilian Manpower: 75,000

Also, the plans are to have 200 major warships (including 3 aircraft carriers), in addition to OPVs, FACs etc. Currently the IN has around 140 ships, including one newly aquired A/C, and one on the verge of retirement.

The sanctioned strength changes according to the perceived needs. It is the naval headquarters that comes up with expansion plans. It is upto the govt to approve or reject such plans, but the govt itself will not proactively make any changes to the force structure. ie, a new govt will not unilaterally expand or cut down the strength - it will do so only on recommendation from the services.

Stay away from Goalkeeper. Some things are better on a plane than a ship.
