man you come and start a topic which has been discussed 1000 times. As far as poors are concerned there is something called budget distribution. There has been allocation of funds for uplifting the poor. It takes time to bring them out. We have not a history of being a rich nation. But already the funds are in place. With a country of length and breadth of India needs such a defence spending. And if you know about budget distribution you will understand it.

if you understood budget distribution, you would realize that unnecessary military spending for ficticious causes hurts the poor and the stability of your nation. There is something called "wise spending" Before displaying your ignorance again, please do some research.

The ultimate tragedy of poverty in Pakistan

Every few days Pakistan makes the worst kind of headlines: bombings in markets and mosques, battles with the Taleban. But, much less widely reported, the daily lives of millions of Pakistanis are consumed by another problem. They have to cope with desperate poverty. And as one woman's harrowing tale shows, the struggle for some is more than they can bear.

Muzammil
Debt has torn Muzammil and her family's life apart

It was a short life, but one full of hard work and high hopes.

Fourteen-year-old Beenish was so determined to be a nurse or doctor that she usually studied late into the night. When there were power cuts - and there often are here - she used a torch.

She was always near the top of her class.

Beenish died at the hands of her father, Akbar, a rickshaw driver in the eastern city of Lahore.

He fed her and two of her sisters poison, then swallowed some himself. As he poisoned his oldest children, the three youngest slept on a bed beside him.

His wife Muzammil says she was outside getting water while her husband set about murdering the family.

He had sent her to the fridge twice to get her out of the room.

She returned in time to see Kainat, their handicapped seven-year-old daughter, awaken.

Her husband tried to give her poison, too, but the little girl refused saying: "No, it has a bad smell. I don't want to eat it."

Previously people jumped out of buildings, now they just use the poison because it is so cheap
Professor Javed Akram

Seeing what her husband was up to, Muzammil told me she cried out, asking how he could kill his own children, how he could do such a cruel thing.

He replied: "I've given them poison because if we die, they cannot live without us."

Then he said she must take it as well.

Muzammil did not swallow it. Instead she spat it out. That is how she survived the effects of the poison.

'Invisible' poor

After a few days in hospital, she is now in mourning for her daughters, and for the husband she says was always kind and gentle but weighed down by financial pressures and ill health.

"He never did any harm to anyone before," she said, speaking through tears. "He was so caring and loving. There was never any conflict between us."

In recent years, Pakistan has received billions in the form of aid, loans and debt rescheduling. The hungry might be forgiven for asking where all the money went

But there was a serious disagreement with his family over a debt the couple could not repay.

It was causing rows with Akbar's parents, the last one on the day he died. It was after this he came home and killed half the family.

The sum of money that cost so many lives was 60,000 Pakistani rupees. That is about $700 (£465).

In death, as in life, Pakistan's poor are often invisible.

The story of Akbar and his family was front-page news, but suicides linked to poverty are often relegated to the back pages and marked by just a line or two.

One major newspaper recently reported the deaths of five men in five paragraphs.

'Will of God'

The doctor who treated Muzammil, Professor Javed Akram, sees about 10 cases of poisoning a day. It used to be four or five.

"Previously people jumped out of buildings," he said. "Now they just use poison because it is so cheap."

Many people are struggling to survive on the streets of Lahore

According to Professor Akram, economic pressure is definitely a factor in the deaths. He says most of those who kill themselves are poor.

A well-known human rights campaigner and lawyer, Hina Jilani, says that Pakistan spends too much on defence and too little on defending those in need.

"In all the hysteria about security," she told me, "We've neglected the issue of human security. It's shameful that we are a nuclear state, and we can't feed our own people."

Almost half the population here gets by on just one meal a day, according to the United Nations.

Yet in recent years, Pakistan has received billions in the form of aid, loans and debt rescheduling. The hungry might be forgiven for asking where all the money went.

They probably will not take much comfort in recent statements from their political leaders.

One parliamentarian said the suicides were the will of God.

And Pakistan's information minister, Qamar Zaman Kaira, advised the poor to hand their children over to children's homes, if they could not feed them.

Continuing care

Muzammil will now be able to provide for her remaining children.

After her story made headlines, she was given a generous grant by the provincial government.

She plans to build a small house and set up a business. Her medical bills are being paid, and her doctor says she will have continuing care.

But she has to live without the husband she loved and her three eldest girls.

She says that in their final days her daughters were unusually attentive to her, telling her to rest and helping out a lot, though they did not usually do much housework.

It was, she said, as if they knew they would soon be taken from her.

now it doesnt bother me at all when i see such topics coming from across the border. rather i become happy that they are trying to desperately show that INDIA is poor and hence it should reduce its defence spending because they know they are not at all in position to keep up with INDIA. it shows that since they can not make themselves stronger they are trying it desperately to make INDIAN 's reduce the defence budget.
so its a recognisation of INDIA's rising power which is ringing the alert bells across the border. so lets be happy for rising INDIA.

I guess trojan.exe is celeberating world trollers day today.

This is a poor excuse to justify unnecessary EXCESSIVE military spending by india. When half a billion suffer and struggle day by day to make ends meet, to ensure their children have food on the table you bring up that Pakistan and China is the reason why this military spending is being undertaken. If you recall Pakistan HAS NEVER started a war with india nor has China. The military equipment that Pakistan receives is to rid itself of extremists in its nation and as Pakistan has stated and stated over and over it is not intended for use for india. If india does attack AGAIN, Pakistan will defend herself. But history has shown Pakistan has never been the aggressor.

It is my business to speak for those who cannot speak for themselves due to the ill conceived policies of their respective nations.
Hold on a sec.Where is the unnecessary spending here.I mentioned before as well that each and every item we are buying is needed and is well thought about. There have instances when the finance ministry has turned down efforts buy the armed forces to purchase exorbitantly priced items.I don't even want to venture into the area of who started the wars.It is my opinion and that of majority of Indians that Pakistan started all the conflicts .

Thanks for your concern for India. You can sit there and break your head while we buy necessary defence hardware

Because you couldn't afford them, not because you thought they were too expensive.

I don't even want to venture into the area of who started the wars.It is my opinion and that of majority of Indians that Pakistan started all the conflicts .

It is in my opinion and the majority of the world citizens that india started all the conflicts.

I am a humanitarian. I seek to defend those who cannot defend themselves due to the reckless actions of their governments.

we cant keep using weapons of dadaji's age .They get obsolete so we buy new.Just like clothes.
Weapons are clothes of the nation. They keep our pride intact.

Because you couldn't afford them, not because you thought they were too expensive.
Believe me, if India wants it can afford F-22.Thing is it is not available.
You should understand budgeting.
U spend money on things simultaneously. If we cut defence spending, a small neighbour will be able to attack. And lets not forget we have the big daddy of the world China sitting next to us.

It is in my opinion and the majority of the world citizens that india started all the conflicts.

Ummm. Apart from the land of the pure, I dont think anybody ever said that India started all the conflicts.

So live in poverty just to have pride? Where is the logic in this.

You should understand budgeting..

Sure, why not allocate all of the nation's resources for "pride".

Nobody is a threat to india but india itself.

Gujarat tops India’s 20-point programme for uplifting backwards

Gujarat government has emerged as the top performer of centre’s Twenty Point Prorgamme, followed by Karnataka, Jharkhand, while Maharashtra, Bihar and Northeast are among others figure at the bottom of the ranking according to a review conducted by the Ministry of Statistics and Programme Implementation. The Twenty Point Programme encompasses a host of poverty alleviation and rural development schemes.

Gujarat was ranked first with 51 points for performance during April-July 2010 followed by Karnataka, Jharkhand, Punjab and Uttar Pradesh. While Kerala and Madhya Pradesh both ranked seventh, the BJP ruled Himachal Pradesh was ranked 10.

The fact that no Congress ruled state is in the top five surely would comes as a source of embarrassment for the party.

Besides Northeastern states, the worst performers include Bihar, West Bengal, Maharashtra, Jammu and Kashmir, and Chhattisgarh.

Inaugurating the review meeting of the Twenty Point Programme-2006 here, Minister of State for Statistics and Programme Implementation Sriprakash Jaiswal today said, “Out of 19 parameters monitored on the monthly basis, except a few, the performance of most of them have been very good.”

The minister complimented Himachal Pradesh, Tamil Nadu, Rajasthan, Gujarat and Uttarakhand for working hard to achieve the targets.

He said some states including West Bengal, Assam. Bihar, Sikkim, Mizozoram, and Chattisgarh should focus attention to the proper implementation of the programmes and schemes covered under TPP so that the performance of these schemes is improved and desired benefits are passed to the deserving citizens.

I belive people dont know that poverty cannot be reduced by distributing the money which is being used for the defence purposes. Poverty reduction requires people to have work and skills to earn their livings not that they are distributed with the money
