India, Russia negotiating sale of S-400 missiles to India: Russian envoy

India and Russia are actively negotiating regarding the sale of S-400 surface-to-air missile systems and the possibility of Russia leasing a second nuclear submarine, Alexander M Kadakin, Russian ambassador to India, told The Pioneer.

Previously, there were reports suggesting the possibility of India inking a deal to purchase S-400 missile systems and taking on lease a second nuclear submarine during the Moscow visit by Indian Prime Minister Narendra Modi in Dec 2015. But no such deals were inked then.


But now Kadakin has revealed about India possibly getting strategically important air defence systems, the S-400, which could be used to protect various Indian cities from enemy missile attacks. The S-400 air defence systems have been deployed in the Moscow region and at Hmeimim air base in Syria, where Russians have been operating from.

The Indo-Russian relationship is Independent of the relationship with other countries, Kadakin said, and added: "We do not feel jealous when India acquires military hardware from other countries for its strategic needs ... " "Please name a country that can lease a nuclear submarine."

Lately, India has been looking to US, Israel and France for military hardware, moving away from its traditional partner Russia for various reasons, some of those being mid-stage cost escalations and delays in the delivery.






But Russia still remains the go-to partner when it comes to certain strategic areas of military co-operation involving key weapons hardware technology. PM Modi had called the Indo-Russian relationship as a "truly strategic" one.

India already had INS Chakra, Akula-class nuclear-powered attack submarine on a 10-year lease from Russia. INS Chakra was commissioned into the Indian Navy in 2012. This will be the second nuclear submarine from Russia.

"The hull of the submarine is ready but it has to be refurbished as per Indian needs after the talks are concluded," Kadakin said.

The indigenously developed nuclear-powered submarine INS Arihant, built with Russian technical support, is currently undergoing sea trials.

Kadakin further revealed that his country will open four service centres in India for the Su-30 MKI jets. He said that an announcement in this regard will be made soon.

India is also looking at buying more MiG 29K fighter jets for INS Vikramaditya, he said. India has already ordered 45 MiG-29K/KUB aircraft.

The Russian envoy said that the deal for India producing 200 Kamov Ka-226 helicopters has been concluded. This will lead to India producing these light utility helicopters with Russian help under the present government's "Make in India" initiative.

It was always getting negotiated.. I said before "russian goodies" after Prez hollande visit + Rafale signing.... On top now is the right time with some sentiments against USA (lol)..

Everybody is just sniping to see who gets max kills....
 
I don't think I said that. I think I said the GoI would try to, as they should given their mandate is to protect India's interests.

the s400 is no biggee its expected of india to buy it. i woud assume this would be deployed to thrombay and other major facilities/bases

Well the S-400 has such a large range/envelop of induction that it doesn't need to be deployed at specfic bases/facilities like a point defence system would need to be. It can be deployed to cover entire regions/areas.

let me share a secret with you. the world is not flat or level. sure it has a 400km range but thats for the that cares about fighters in the sky rather than low level objects. i was talking to someone who knows quiet a lot about russain kit as its not my fortay. and he said a low level cruise missle would be detected at 25km from radar to missile. or even antiradiation missiles. they have the mar 1 and the cm-102, the mar-1 has a range of 60-100km whilst the cm102 has a range of 100km but a pakistani officail at the paris air show said it can be easily doubled to beyond >250km<350km.
i feel pakistan dont care to much about the development, but yes they do need a long range sam of their own. did you know they have mirage jets just for that role, i beleve its the mirage 5f rose 3's.

Yes, but the IAF/India does not intend to deploy the S-400 for point defence of specific facilities/bases. For this task they have deployed the Akash and SPYDER.

The S-400, will be used for area/region cover/protection and area denial.

India is devloping a multi-tiered air defence system comprising multiple different systems and types that it looks to intergrate fully and develop coverage against everything from an ICBM to a Cruise Missile and everything in between.

My friend @PARIKRAMA can expand on this more I am sure.

Practically an issue about the 25km claim.. It seems in Russian def forum, a professional talked about deployment of few pantisir units around the outer periphery of the theater of ops/ area under coverage.. This is to ensure the highly sensitive radar unit picks up a low flying Missile and alerts the command center which can then take out the CM..

About ARM yes Pakistan needs a much longer one.. Especially bcz the system allows us placing units and antennas pretty wide based on multiple command centers amplifying the operations robust coverage even more..

About thrombay no.. It's going to be Delhi first in phase 1 according to some news items.. Originally conceived for a much larger order for a regiment deployment over pan India coverage and integration to Indian bmd plan..
Phase 2 may see that being done..

Thrombay does nt have any big significance now as there are more and better area defense weapons available for such assets..

balistic missiles are over rated. and if your adversary is only next to you then cruise missiles are the way to go as they are harder to detect where as balistic/tatical missiles are easy to identify and is expected. i would imagine pakistan has understood this. as has acted accordingly in terms of slbm's among others. but it does have some interesting balistic missiles that can be used instead. no offence here lad i admire india and all, but i find it quiet humerous when you invest in somthing big expensive ans hardcore but pakistan showcases somthing that will give it a run for it money at a fraction of the cost. when you showed of you indeginous aircraft carrier they showed of the cm-400akg. thats what i admre about pakistan its country may be a mess but when it comes to the armed forces as a whole it's very professional.

well yes the pantsir is made for low level targets, correct. but again the sirface is not level and you need to onsider stealth missles. also there is a technique called "pick and bang" this is designed to overwhelm the s400. a single anti radiation missiles is fired on a typical tragectory once it recieves the s400's radar signature the signature is sent to a comand post where decoy missiles are fired sending the s400's signature and then a low level arm will finish it of . also they can have typical glide vechiles that give of a standard elements of a fighter jet. but the thing is they will be alot of them. there is another technique but i shall keep than under wraps as im not allowed to talk about that.
