Article 17 of Indian Constitution and Abolishment of Untouchability. Abolition of untouchability has been included among fundamental rights under article 17. ... To make untouchability law further strong, parliament passed Untouchability (offences) Act in 1955 which came into force 1st June, 1955http://foreignpolicy.com/2009/10/22/the-failed-states-index-2005/
There are other absurdities like Eritrea being more robust then fragile Turkey - but you get the picture. These 'index's in particular from think tanks all peddle to some sponsors and have a agenda. Keep that in mind. I frankly look forward to the day when those 300 million untouchables grow some gonads and stand for their rights. That should provide India with lot of 'fragility'.
it is 2017 , kindly update but believe on isolated incidence making headline news fueled by paid propaganda .
