This is a small amount when compared to the 1000's of crores India spends on welfare programs annually.

Sure, why not use the said amount for vaccines or is that not part of the welfare package?

I agree the statue was unnecessary though....prestige projects with any public money should only be done when there is sustained fiscal surplus or neutrality at least, that is my pre-condition on the issue.

It will have to come from the overhead buffer left in the budget (basically RBI will direct some of its reserve/seignoriage/extra printing etc to Indian govt or through a public Bank...).

This is common practice when any govt overspends/undercollects compared to as it originally laid out in a budget (in this case an unforseen price increase). You want to minimize it happening of course as best you can, but its not really "gee im all outta funds...give me aid" situation.

In fact just recently I remember US treasury doing something similar for a few components of medicaid because there was a price increase stemming from some drug manufacturers and insurance companies. Same kind of issue, but in US case....Fed is much more independent/private than RBI (vis a vis the federal govt)....and hence US treasury has a bit more of a buffer allocation to it for budget smoothing.

Well India could as last resort (RBI funds it - like it does with other budget targets missed) etc....but it would come at a higher opportunity cost (its why there are planned budgets in the first place rather than just direct RBI funding for everything willy nilly with no planning by govt) than just resolving a temporary funding instrument with the supplier/manager of the drug etc.... using your inherent bargaining power (sustained Indian medical demand).
