China is not Japan true.China has resources true .But how much of them can it allocate to India.PLA,PLAN,PLAAF must also look at the borders at Russia, Taiwan,Japan ,Vietnam,Indonesia and Philipines.
More impostantly USA.

You also have to take care of Tibet and Xianjiang,you may say we have Kashmir but consider the geographical extant of the insurgency and the amount of troops needed to maintain law and order.
