Blue water navy is expensive to implement. Current IN and it's future plans are more than sufficient for India's defense needs. It still has some way to go before becoming an industrialized nation.

Note: not even PLAN is a fully blue water navy.

Currently, only developed nations can actually implement the blue water navy concept with the US in the top position.

Hell, their navy is larger and more powerful than the entire world's navies combined
