Now what is a blue water navy ?? btw funny name .

The term blue-water navy is a colloquialism used to describe a maritime force capable of operating across the deep waters of open oceans.[1] While what actually constitutes such a force remains undefined, there is a requirement for the ability to exercise sea control at wide ranges.

The present status of Russian Navy is controversial: fleet is reported to have 300 ships, but less than half are operational. After a gradual decline in the second half of the 17th century, becoming almost inoperative at the beginning of the 18th, the revival started and by the later half of 18th century it became the third strongest in the world. Since the mid-20th century the Spanish Navy began a process of reorganization that leads her back to become one of the major navies of the world.

isnt india a blue navy already with aircraft carrier and a nuclear submarine...

In modern warfare, the term blue-water navy implies self-contained force protection from sub-surface, surface and airborne threats and a sustainable logistic reach, allowing a persistent presence at range.

Indian navy already has a carrier, but is not able to fully protect and supply it at long distance and endurrance missions. Having a carrier alone isn't enough here, you need a capable CBG, tankers and vessels to guarantee protection and constant supplies. That's where IN lags behind at the moment, however there are a lot of improvements planned and it's actually not the new carriers that makes IN a Blue Water navy, but the new tankers, SSNs, Destroyers and Frigats that are already coming in. When the Russians finally provide us the carrier and the SSN, IN actually will have everything to operate like that.
