India ignoring its AF? That's news to me. Last I heard IAF recieved the largeest share of the defence budget and was to have ~$70 bn spent on it in the next 7-8 years. And the IAF was inducting huge amounts of new tech including fighters and AWACs.

1. India is not yet, Blue water navy and there are many things that need to be in place for Blue Water Navy.
2. Modernisation is happening across the armed forces
3. India does not have to modernise its Navy based on Pakistan, given the limited capabilities of PN
