It's way better than killing millions of people with the virus. The virus spread was within the control, more than 80% of the cases where from NRI's or Foreigners who arrived in India until this. The government didn't put blame on anyone, it was the public who started with the blame. It was first blaming NRI's then foreigners and now these guys. When hindus, sikhs , jains , buddhists , christians , atheists can follow govt orders and stay at home why muslims can't ?
