It depends on your refinery readiness to get Russian oil. Indonesia is into it, but only can do it in May after the revamp on refinery is completed. The revamp is not something done just recently, it has been going on for several years ago.

JAKARTA, March 28 (Reuters) - Indonesian state energy firm PT Pertamina (PERTM.UL) is considering buying crude oil from Russia as it seeks oil for a newly revamped refinery, chief executive officer Nicke Widyawati said on Monday.

Speaking at a parliamentary hearing, she said amid current geopolitical tensions, Pertamina saw "an opportunity to buy from Russia at a good price." She was referring to Russia's invasion of Ukraine.

"Politically, there's no problem as long as the company we are dealing with was not sanctioned. We have also discussed the payment arrangement, which may go through India," she told parliament members.


Indonesia holds the G20 presidency this year and has said it will remain neutral amid the Russia-Ukraine conflict, which has sparked the biggest humanitarian and geopolitical crisis in Europe since World War Two. The Indonesian government has raised concerns about the invasion but stopped short of condemning it.

Russia says it is a "special military operation".

Nicke said Pertamina is currently in consultation with the Foreign Ministry and Indonesia's central bank regarding the plan and has approached some Russian sellers to buy crude for testing at Pertamina's refinery.

Pertamina is expected to finish revamping its Balongan refinery in May, Nicke said, which will allow the facility to process all types of crude.

"As of today, it can only process crude with low sulphur content, and this is expensive," she said.

The upgrade of the Balongan refinery will add 25,000 barrels per day (bpd) of capacity this year to its current capacity of around 125,000 bpd.

India can process it. Pakistan was also in negotiations for refinery investment and gas infra deal was almost done. Infact our relations with Russia only warmed up in PM IK government that was frozen for decades.

About 6 % of Indian import of oil comes from Russia, there are already refinery in India that can process Russian oil. Recent jump on Russian oil will go to reserve as well as I believe majority of Indian refinery cannot process Russian oil.

See in my post ( Reuters news ). Pertamina has 4 refineries, and only Balongan Refinery that will be able to get Russian oil in May ( after the revamp which I know has been going on quite long ). It is part of around 9 billion USD investment for Balongan refinery alone.

or airline
or world class university
or high speed rail
or urban metro/subway system
or anything high tech outside the military

Some of us were hoping that Imran Khan would bring a change after 75 years of corruption, but all that happened was that his government replaced corruption with abject incompetence.

The railway system in Pakistan is still the colonial era dinosaur, while India is building high speed rail and dozens of urban metros. India's rail system is being upgraded by Japan, not India, but China would be more than willing to do the same for Pakistan, if it had a competent government for once in its life.

Parliamentary system has weakness in that kind of situation, it is not exclusive Pakistani condition, even Malaysia politics has also become a victim, one of their PM also get kick out by parliament after failing to deal with both Covid and Economy. Malaysia GDP growth was minus 6.6 percent in 2020 and only about growing at 3.2 % in 2021.
