Not really. They can either promote a Major General to rank of a Lt Gen and make him head of ISI or take an existing Lt Gen from important corps and put him in charge of ISI.
Current Lt Gen Zaheer Ul Islam was serving in ISI-Murree while he was a Maj Gen, he then got promoted to Lt Gen and served as Karachi Corps Commander. And since he already had ISI experience, he was the natural pick for the DG ISI.
Whoever heads the ISI, i wish them good luck. But in my view, it should be someone who can serve for at least 3-5 years. Routine changes in leadership can have it's detrimental effects. ISI needs to re-shape itself according to changing paradigm, Pakistan's Geo strategic position and above all, the 21st century warfare, where Nations are no longer the enemy but rather splinter groups/guerrillas.

Dear, i never said anything about top management, because i know, very few made it to the post of Director.....but do keep it in mind that its Inter Service Intelligence- its meabt to be under Military control--- you have IB and FIA for civilians ---- i only responded because you said in your earlier post that ISI will kick out civilians if it takes over IB---shall that happen, all the incompetent scum will be kicked out only ----Deputy director is grade 18......Civilians are only allowed to progress uptil one point in ISI. One of my colleagues joined ISI as statistical analyst but later left the job because he didn't see a chance to reach high up in the organization.
My supervisor's father has been holding a high post in IB, he often tells me alot about the conflict and how the civilian agencies are handicapped in surveillance capabilities vis-a-vis military ones. Some of the stuff I he told me would be interesting but I like to keep most of the things to myself.
