I meant wasn't it a civilian governmental intelligence agency. So I thought normally wasn't the chief supposed to be from the agency itself or a civilian bureocrat.

No ISI is military operated intelligence agency ...

FIA and intelligence Bureau are the civil government operated agencies

He's a very distinguished general, but unfortunately Pakistan's enemies exploit the nationalist feelings of Pakistanis. The Afghans have already started exploiting IDPs feelings. They frequently propagate their "Punjabi establishment war against tribals" propaganda. In my opinion, a tribal Pakhtun would be a good candidate for DG ISI. The educated Pakhtuns tend to hate these Talibans with a passion and it would be good to have one. But just my opinion.

You have very valid point but many ignorant people in the establishment hierarchy don't want to come out of their delusion and start realizing that people do look at the "ethnicity" of the people enjoying the most high profile positions in political and military establishment of the country. Ethnicity is a reality in a multi-ethnic country like pakistan and should not be brushed under the carpet.

No, it's a Military Intelligence Agency (Read the name: Inter Services Intelligence). So it's a combined Intelligence Organization based on personnel from PAF,PA & Navy. It's basically Pakistani equivalent of Defense Intelligence Agency (USA). CIA equivalent is IB which is a civilian intelligence agency and is headed by a bureaucrat.

New ISI chief to be named soon: report
By Dawn.com
Published 18 minutes ago
RAWALPINDI: The name of a new director general for the Inter-Services Intelligence (ISI) is likely to be announced next week along with the appointment of five new lieutenant generals in the Pakistan Army, a report published in the BBCUrdu said.

Sources privacy to the development told BBCUrdu that Chief of Army Staff General Raheel Sharif wanted to promote certain military officials from the rank of Major General to that of Lieutenant General. These appointments are likely to come before the naming of the new ISI chief so that one of these Lt-Gens may be considered for the top intelligence slot.

The development is expected as current ISI chief Lt-Gen Zaheerul Islam and five lieutenant generals are scheduled to retire from service in the first week of October.

The appointments are coming at a time when the army has been accused of meddling in politics and although the retirements and subsequent appointments do not appear suspect, they are drawing much interest particularly on account of their timing.

The military officers retiring in October include ISI chief Lt-Gen Zaheerul Islam, Mangla corps commander Lt-Gen Tariq Khan, Gujranwala corps commander Lt-Gen Saleem Nawaz, Peshawar corps commander Lt-Gen Khalid Rabbani and Karachi corps commander Lt-Gen Sajjad Ghani.

All five positions are of paramount importance in the military but the chief of the ISI is regarded as the army's most important official after the army chief himself. The ISI chief is appointed by the prime minister, traditionally on the advice of the army chief.

The report added that a dialogue is underway between the Prime Minister House and the General Headquarters on the ISI chief's appointment. However, close aides of the prime minister have said that no formal discussion has taken place between the premier and the COAS on the matter. They added that General Raheel is expected to meet Prime Minister Nawaz Sharif prior to appointing the five Lt-Gens.

The prime minister has been considering a couple of names for the top intelligence slot, sources close to the premier told BBCUrdu. Names circulating in this regard are Lahore corps commander Lt-Gen Naveed Zaman and National Defence University chairman Lt-Gen Javed Iqbal Ramday. Meanwhile, names for the slot circulating in military circles are Maj-Gen Nazeer Butt and Maj-Gen Rizwan Akhtar.

Lets hope he screws this one up too.

General Janjua is a highly competent officer, his appointment as DGISI, will be a death sentence to Indian terrorism in Balochistan. He has solid counter cold start doctrine experience through Azam-e-Nau as well as, solid COIN experience from Swat op under his belt.

Well, little noise in rank when Nawaz didn't give any preference for the selection of COAS to General, who design and execute Swat operation successfully. Where Swat operation is now studied and lots of thesis been written in top US military schools.
Selection of DG ISI is another politicize post in Pakistan. Where its very hard to see for outside to judge the merit in selection.

. . . .
Can Major Gen be named as DG ISI? Or they will hv to be promoted first as Lt Gen for this post?

. .

No. Major Gen can not be as DG ISI. It has to be Lt Gen.
They will get promoted first and then one of them will be appointed DG ISI. Almost certain that a M.J will be appointed DG-ISI after getting a promotion to Lt.Gen

"Corrupt and Dhaldli wala" Justice (R) Khalil ur Rehman Ramday's nephew amongst the hot favorite candidates for DG-ISI. PTI camp nervous after the information
