I dotn know about this year but in previous years they also started fasting 1 day earlier sooo...

There are 3 ways to follow:

1) calculated
2) follow a center (some consider Saudi)
3) wait for council to announce if you trust them...

that is correct. But following a global sighting is also a valid position in the Hanafi madhab.

But for the Pakistani State, it does not appeal to national sentiments, which may be the reason why some members are protesting here.
