Engines are to get replaced along with the Radar and Avionics, most fuselage skin parts are made locally in Egypt, this would leave the wings to be replaced along with some parts inside the fuselage... doable since we don’t pay for most of the upgrades anyways. probably not with off bore missiles and sensor fusion of rafale..This is simply not true. For one thing, the Rafael's AESA radar is superior to the Su-35s Ibris-E PESA. All Russian fighters, including the Su-57, lack sufficient BVR capabilities. The Su-35 can definitely outperform the Rafael in WVR with its fancy thrust vectoring but that is about it.

Congressmen are lobbied to abide by the QME, they were lobbied to make it exist back in 1992. But since Egypt decoys it by going to the French, Russians and sitting on tables with the Italians then a chance to turn it down though negotiations. Arab countries aren't allowed to buy F-35. Even Qatar, KSA were refused F-35. They had to settle for F-15.
The Mistrals were sold to Egypt because of the Embargo posed on Russia after Crimea, in a similar manner Algerian and other flankers are equipped with French avionics. The French knew the size of the mistrals before the built them lol.France still sells avionics to Russians. Yes and no, yes because Israel lobbies and no because the Arab countries were stupid enough to not stop it. The problem isn’t that Israel spreads some influence, it’s that the Arabs do not too. The Iranians spread influence in the Democratic Party, next thing you know is that the Iranian Nuclear deal is signed and that Arabs and Israelis are doing their best to counter Iran.Because of Israel?
