If he keeps avoiding it and talks in allegories, the criminals in army will take it as weakness. There is an Institutional memory and they know what IK is trying to do - take the country to the constitutional option, but army does not accept constitution, so it is impretaive to name the names with logic and facts.
Make constitutional application in court about the attack on him and subterfuge of the investigation.

علاج کے بعد اگر ڈرائیور دوبارہ گاڑی کو جرنیلی سڑک پر چلانے پر آمادہ ہو جائے تو گاڑی اس کے حوالے کر دی جاتی ہے ورنہ اسی گاڑی پر نیا ڈرائیور لگا دیا جاتا ہے ۔

In all such atrocities committed by a military, the evidences are mainly circumstantial and witness accounts of alleged victims and whatever is available through open source accounts.

Yes, but there are multiple investigating agencies, many international, and there are volumes and volumes of such evidence, meticulously documented, usually over a period of time. Making a few allegations which may appear, to some, to be politically motivated, does not rise to that level.
