The new draft that is being proposed by BCCI, CA, and ECB says that only top eight ranked test nations will keep on playing tests with each other where as the bottom two will be relegated to second tire where the play associates for 8 years. After that if they are on top of the table in the four day match ranking with associates, they will play the 8th ranked team in the top tire of test playing nations. if they win they are promoted only then and can only then start playing with top teams again.
