The chances are very slim IMO, if not non-existent. European countries are very strict about it, not only there is a very real danger of a conflict (and on top of that constantly reminded by Azerbaijan itself), but those same states consider (perhaps rightly so) Azerbaijani regime as undemocratic and opressive (though that does not prevent them from selling to Saudi & Gulf and other dictatorships). Coupled with Karabakh conflict, there is zero chance. Also the fact that Azerbaijan has practically zero experience in contacts with western arms manufacturers. Hence, very doubtful.
There is of course a choice, and that is Russia, which is the most logical one, and the country that occupies the first place in terms of arms export to Azerbaijan. I don't know why such a picture is portrayed here, but Azerbaijan is keen on further cooperation with Russia, and the same with Russian side. We already buy tons of other stuff. The same arguments can very well be said about tanks, helicopters, air-defence systems etc. that we buy. These are the most significant aspects of our arms purchases. So lets use some logic.
