Azerbaijan Defence Programs & Military Development

The chances are very slim IMO, if not non-existent. European countries are very strict about it, not only there is a very real danger of a conflict (and on top of that constantly reminded by Azerbaijan itself), but those same states consider (perhaps rightly so) Azerbaijani regime as undemocratic and opressive (though that does not prevent them from selling to Saudi & Gulf and other dictatorships). Coupled with Karabakh conflict, there is zero chance. Also the fact that Azerbaijan has practically zero experience in contacts with western arms manufacturers. Hence, very doubtful.

There is of course a choice, and that is Russia, which is the most logical one, and the country that occupies the first place in terms of arms export to Azerbaijan. I don't know why such a picture is portrayed here, but Azerbaijan is keen on further cooperation with Russia, and the same with Russian side. We already buy tons of other stuff. The same arguments can very well be said about tanks, helicopters, air-defence systems etc. that we buy. These are the most significant aspects of our arms purchases. So lets use some logic.

Statement from a defence official.

(from Russian to English)

"Azerbaijan is interested in the development of military-technical cooperation with Russia and waiting " Rosoboronexport " at an arms fair in Baku ADEX- 2014 , which will be held from September 11 to 13 .

The representative of the defense industry of Azerbaijan noted that the republic has recently received from the Russian T-90 tanks , heavy flamethrower system ( CBT ) , self-propelled artillery " MSTA ", attack helicopters Mi-35M , infantry fighting vehicles BMP-3 , BTR- 82.

Mammadov noted , military-technical cooperation with the former Soviet republics and , in particular, Russia has one significant advantage - the lack of a language barrier , similar state standards and industry standards , availability of personnel trained in the former Soviet Union.

According to him, there is a big problem for the industry of Azerbaijan in dealing with Western officials ."Of course, in the marketing , negotiation problem does not exist , but directly in the manufacturing sector - is a big challenge ," - he said."

We hope that in the course of military- technical exhibition ADEX- 2014 in Baku, our contacts with the" Rosoboronexport " will take to the next level," - said the representative of the defense industry of Azerbaijan."

It seems that we have completely different opinions here.
@Kamil_baku is interested in arm purchases from the reliable sources like Pakistan, and Turkey in Future.
@Azeri440 is interested in buying arms from EU as embargos are vanishing.
@ASQ-1918 is interested in buying arms from Russians as our pilots have more experience with them, lots of contracts are already signed, and it may also make Russians to get closer us, due to this big military/economic bills.
I , myself, am more interested in buying arms from US/Israeil. They have the best quality, and technology, and finding their spare parts is very easy since they export their arms to everywhere, just look how Iran has still kept its old american fleet operational by buying spare parts, ... I believe that it would also make Russians to compete with US in order not to lose their market in Azerbaijan which it would be good for us as well.

I'm just being realistic and stating the most logical, that's all.
I understand your points, but the other fact is that Russians have refused to sell jets to Azerbaijan during Putin era. They would not let Azerbaijan navy to get strong as well, if that shipbuilding factory were not going to be built, and we were still trying to be dependent on them on arm purchases. We need to show them that we have other available options as well. Otherwise, they would try to impose what they want on us. ;) We need to diversify our arm providers in order to have more power in our negotiations. BTW, I don't wanna demonize Russians, but we cannot trust them completely either ;)

haha why do you even believe those words? Right now, Azerbaijan is trying to get rid of Russian technologies. also, there is a political problem, as Russian want Azerbaijan to join custom union(as they did to Ukrain) but Azerbaijan completely reject it. There is nothing is more important than our independence. First, they tried to show their teeth, but as i said, nobody should talk this way with us or any turkish nation, eventually, Azerbaijan went toward Turkey and will probably purchase all those Turkish army technologies coming soon. Even, 2 month ago, Turkish army specialist offered(and got accepted) Azerbaijan to switch all air defense, ground forces technologies that, both country can fight together using each others technology(simply, if i see it, you will also see it). 2018 gas supply to Europe is also another punch to Russia and its economy. Why would we still want to depend on them? especially, recently they bough many new ships to Caspian sea. Thats why, we also have to be careful with that. Our politicians call it balance politic, basically, they try not to offend Russia, but at the same time, They have their own goals and going to do it. I really wish Turkey can produce all this technologies as soon as possible(cruise missiles, tanks, air defense systems, helicopters and so on). Then, They will have way bigger influence in the region.

I , myself, am more interested in buying arms from US/Israeil. Azerbaijan is definitely looking towards NATO weaponry , obviously still some equipment will be bought from Russia
for ex. $3 bil proposal to Koreans ( mainly includes ships and subs for the navy , but also K-9s,UAVs and most importantly T-50s
jet trainer )
since Azerbaijan plans to purchase T-50s it leads me to believe news about Eurofighter are true

i'm trying to find info regarding Azerbaijan's military indigenous capabilities. Maybe you can help.
Specifically I'd like to know the following 3 points in percentage.
1) indigenous equipment and systems
2) ToT/co-developing
3) off the shelf buying.

the indigenous capability consists of just sniper rifles and other small fire arms
most of the products defence industry manufactures is licensed stuff
this year production of Mbombe should start

this year Azerbaijan will spend $500mil to purchase products manufactured locally
and about $2bil for procurement from other countries

there is also possibility that defence industry will launch production of Ejder , Cobra , Arma 8x8 and Heron 1 this year
Azerbaijan bought 16 Heron-1s and licensed production in a contract worth $300mil

So why are they co producing non Turkish vehicles? Isn't it smarter to produce turkish vehicles in case of a war?

Mbombe is the product of the same company that manufactures Marauder and Matador
both have been locally produced for few years in Azerbaijan , and it seems the company proved it self well
thus explains why Azerbaijan would want to continue business with them
there are tons of Israeli UAVs in Azerbaijan , and it would make sense to locally manufacture them
Azerbaijan will probably locally manufacture armed version of Anka in the future
