Sydney: Australia on Tuesday announced a Aus$89 billion (US$65 billion) shipbuilding package to construct new frigates and patrol boats locally, with a decision on an international supplier for replacement submarines made "in coming months".

The "continuous shipbuilding" proposal, which involves the replacement of frigates, patrol boats and submarines over two decades, is expected by the government to keep up to 2,500 jobs in the sector in what Prime Minister Tony Abbott said was "a very historic announcement".

"Previous Australian governments have announced that individual ships or classes of ships will be built here in Australia," Abbott said at a press conference.

"What we are announcing today is basically a fleet build here in Australia, centred on (South Australia)."

Abbott would not give new details about the ongoing search for an international supplier to design and build the nation`s next generation of submarines to replace its ageing diesel and electric-powered Collins Class fleet, which are set to be retired from about 2026 onwards.

France, Germany and Japan are in the running for the contract, which has been touted as Australia`s biggest-ever defence procurement programme with cost estimates of Aus$50 billion.

But the bidding process has been a source of contention in Australia amid concerns the domestic shipbuilding industry could be fatally hurt if Canberra chooses to buy off-the-shelf submarines internationally.

"What we have asked the various potential partners to give us is a price for a domestic build, a hybrid build and offshore build," Abbott said.

"Based on what comes back to us in the coming months, we`ll make a decision."

The shipbuilding package will bring forward the "Future Frigate" programme to replace the current ANZAC class frigates to 2020. The construction of offshore patrol vessels to replace the Armidale class has also been moved forward to 2018.

The total cost was expected to reach about Aus$40 billion, Abbott said.

Defence Minister Kevin Andrews said the establishment of a "continuous shipbuild" domestically reflected the view that Australia`s future naval capability "is at the centrepiece of our strategic concerns and will be at the centrepiece of the forthcoming White Paper on Defence".

The frigates would be the navy`s workhorses over the next few decades, the navy`s Vice Admiral Tim Barrett added at the same press conference.

The shipbuilding announcement has been seen as an effort to assuage voters in South Australia, which has the highest unemployment rate among Australia`s states at 8.2 percent and is home to most of the country`s major shipbuilding infrastructure.

Indian Navy has inducted corvettes bigger than them. You can Google Kamorta class
My calculation is based on the 6000 Ton British Type 26 Frigates which is what Australia is likely to induct starting 2022.

While the Submarines are likely to be the 4000 Ton Japanese Soryu class AIP Subs, the largest conventional submarines in the world.

Jeebus. Quite the navy for a 20 million strong nation. Good for ya azzies, spending so much dough to foreign countries to 'protect yourself' from a nation (China) that likes you more and more, and with increasing trade turnover. It costs a little to be the b!tch of the west.

Australia thinks too much of its own importance in the world. It tries too hard to be a country that can hang with the big countries.

The fact is, Australia is a natural resource exporting country that punches above its weight in a few sports. It has no technology that China needs and its military is almost irrelevant.

They think because they can punch above their weight in sports, that they can do that in geopolitics and military. If Australia thinks it can hang with the PLA by itself, they are beyond delusional. Their only importance is supporting the US. But Australians think they can defeat the PLA by itself :lol:

Australia is like the US, Britain and other developed countries. There is very little room for developed countries to get even stronger from where they are now. They are at their full potential. But a developing country like China has enormous room for improvement and China is no where near its full potential.

A country with 20 million people cannot be stronger than 1,300 million people forever. The numbers advantage will come into play as the bigger population country gets richer.

But both have different roles right. Kamorta is a ASW corvette, with dedicated radar and sonar facilities, while Formidable is a frigate with anti-air capability which it rightly does.

It costs a lot more money and time to get anything done here in Australia.

Something simple like widening of a road near my work takes forever. You could see the equipment left by the side of the road and ive seen groups of council workers digging a hole- 6 guys and only one with a shovel.

Government workers will bleed this country dry.

yeah, they are. but like the other one said Austalia is looking at the GCS which is basically a destroyer, so the price tag for that is justified.

Most people here are okay, but I know of some suburbs where you could see their lineage.

In Sydney I know of a suburb called Saint Marys and I have never ever encountered such scummy people anywhere ever! Cross the line into Saint Marys and its shitty people everywhere. Cross out and people are okay again.

The leak of documents relating to India's Scorpene submarines was aimed at harming France, Defence Minister Jean-Yves Le Drian said today ahead of the signing of a deal for 12 sophisticated submarines that French defence major DCNS is building for Australia.

The French Defence Minister renewed suggestions that revelations of the major data breach in its submarine programme were the work of malicious foreign or commercial rivals, The Sydney Morning Herald reported.

During his visit to Sydney, Le Drian said the leak was clearly aimed at damaging the reputation of his country's submarine programme.

"There's obviously an intent to actually harm France," Le Drian said during a joint press conference with Australian Defence Minister Marise Payne.

The remarks come on the back of previous comments by the French firm DCNS that the leak was an act of "economic warfare", though company CEO Herve Guillou declined to repeat those accusations at a recent press conference in France, the report said.

Defence Minister Payne said security of information on new submarines is top priority for both Australia and France following the leak of data from DCNS. She said it was a first order issue for both countries.

Le Drian, who will sign the inter-governmental agreement on the project with Prime Minister Malcolm Turnbull tomorrow in Adelaide with the French shipbuilder DCNS designing and building the Shortfin Barracudas, said France was implementing highly sophisticated data and physical security measures.

DCNS has been chosen to help with Australia's 50 billion dollars future submarine programme.

The new contract between Australia and France will lay out the "legal framework under which Australia and France will partner on the future submarine programme over the coming decades".

Payne said it was "a critical milestone in delivering the regionally superior fleet of submarines".

"Security priorities are embedded," in the sub programme, Payne said.

Over 22,000 pages of secret data on the capabilities of six highly-advanced submarines being built for the Indian Navy in Mumbai in collaboration with French defence company DCNS were leaked earlier this year.

The circumstances of the leak are now the subject of a French investigation, with which Payne said "Australia is co-operating".

Le Drian said the leak did not include the most highly classified material on the Indian submarine but "nevertheless we look at this with all of the seriousness that it requires".

The Australian and French defense ministers said Monday that they have given top priority to concealing design details of a new Australian submarine after data was leaked from French shipbuilder DCNS about a submarine built for India. French Defense Minister Jean-Yves Le Drian said the mutual concerns of France and Australia to avoid a repeat of such a leak were addressed in an agreement on protecting classified information signed in Paris last week.

“Our determination is total and our cooperation is just as total as our determination,” Le Drian told reporters through an interpreter in Sydney.

Australia announced in April that DCNS, a French state majority-owned company, had been chosen to design 12 diesel-electric submarines at a cost of at least 56 billion Australian dollars ($41 billion).

Le Drian was in Australia to sign a bilateral agreement on Tuesday to create a DCNS-Australia partnership to build the world’s largest conventionally powered submarines in Australia.

Fears were raised in August that India’s Scorpene subs could be compromised by the leak of sensitive data from DCNS. The Australian newspaper reported that the information was suspected to have been taken in 2011 by a DCNS subcontractor.

The Indian government later said that the leaks had been investigated and that the subs’ security had not been compromised. DCNS has been contracted to build six of the Scorpene conventionally powered subs in Mumbai.

Australian Defense Minister Marise Payne said Monday that design security for Australia’s 97-meter (318-foot) -long Shortfin Barracuda subs “is a first-order issue for both of us.”
