He was vice admiral for the whole Navy not just the fleet.

He is the senior most officer in PN after the retirement of the out going CNS.

Admiral Sandila appointed naval chief

SLAMABAD: Upholding the principle of seniority, President Asif Ali Zardari on Wednesday appointed Vice Admiral M Asif Sandila as chief of naval staff (CNS). The president also promoted Sandila to the rank of Admiral. He will assume command of the Pakistan Navy most likely on Friday. The change of command ceremony will be held at PNS Zafar Naval Complex, Islamabad.

Admiral Asif Sandila is the first Kohatian (he studied at Cadet College Kohat) to gain the top naval rank (Lt Gen (Retd) Sabahat Hussain and Maj Gen (Retd) Haroon Sikander Pasha are other prominent Kohatians who rose to the rank of three and two-star generals). He will succeed Admiral Noman Bashir who completes his three-year term on Friday (October 7, 2011).

The News had hinted some 5 weeks ago that Vice Admiral Asif Sandila was likely to be appointed the new naval chief. Now, President Zardari has appointed Admiral Sandila after getting input from Prime Minister Yusuf Raza Gilani.

Admiral Sandila, HI (M), called on the president on Wednesday after the issuance of the notification of his appointment as CNS. Vice Admiral Abbas Raza, the other contender, missed the bus reportedly because of the Mehran Base attack. “We fully appreciate the appointment of Asif Sandila as new CNS and it goes to the credit of the government and the president that they upheld the principle of seniority in this appointment,” said a former colleague of Admiral Asif Sandila.

Sandila belongs to Sangla Hill, Sheikhupura and has one son and two daughters. He won the sword of honour at the academy and also served as ADC to Admiral Sirohey when he was chairman Joint Chiefs of Staff Committee.

Admiral M Asif Sandila HI (M) was commissioned in the Operations Branch of Pakistan Navy in 1975. A highly qualified surface navy officer, Sandila has held challenging command and staff appointments, which include command of a guided missile Destroyer PNS Badr and 25th Destroyer Squadron. He served as Director General Maritime Security Agency and Commander Logistics and also commanded the Pakistan Navy Fleet from October 2008 to November 2009.

His staff appointments include deputy commandant Pakistan Naval Academy, assistant chief of naval staff (Planning), deputy chief of naval staff (Projects) and the all-important deputy chief of naval staff (Operations). Prior to his appointment as CNS, he was serving as chief of staff at the Naval Headquarters, Islamabad.

The Flag Officer is a graduate of the Naval Command and Staff College of Indonesia and the Armed Forces War College at the National Defence University. He is a recipient of the Hilal-i-Imtiaz (Military) and “Chevalier de I’ Ordre National de Merite” for rescuing French nationals in the Maldives during the Tsunami in December 2004.

Naval career

Admiral Mohammad Asif Sandila joined Pakistan Navy in 1972 and after initial training at Pakistan Naval Academy, he was selected for training at Britannia Royal Naval College Dartmouth (UK). He was commissioned in the Operations Branch in June 1975. He specialized as Principal Warfare Officer from UK. He did Naval Command and Staff Course from Indonesia and M Sc (War Studies) from National Defence University. He has held various command and staff appointments. On operational sea billets, he has commanded Pakistan Navy destroyer PNS BADR and has also commanded 25th Destroyer Squadron of Pakistan Navy.

Staff Appointments

On staff side, he has served as Divisional Officer and Training Commander at Pakistan Naval Academy and Fleet Operations Officer to Commander Pakistan Fleet. At Naval Headquarters, he was assigned the duties of Flag Lt to Chief of the Naval Staff, Director Project (Plans), Assistant Chief of Naval Staff (Plans) and Principal Secretary to Chief of the Naval Staff. He was promoted to Flag rank in Nov 2005. As Flag Officer, he has headed the Operations and Project Branches of PN in the capacity of Deputy Chief of Naval Staff (Operations) and Deputy Chief of Naval Staff (Projects) at Naval Headquarters Islamabad. In the field, he has been DG Maritime Security Agency, Commander Pakistan Fleet and Commander Logistics before taking over his present appointment as Chief of Staff (COS) at Naval Headquarters. He is recipient of the award of Hilal-e-Imtiaz (Military) and Chevalier de II order National Due Merit for rescue of French national in Maldives during Tsunami in December 2004. He is due to take over as Chief of the Naval Staff on October 7th 2011.

Vice-Adm Tanveer Faiz(DCNS Projects) is not senior enough for the Post of CNS.
As you can see, Only this time in PN, their wasn't any VCNS.
Tanveer Faiz will retire after a term on 1year(s)

V-adm M.Asif Sandila(Now ADM) was CSO(Cheif of Staff) and 2nd in command after CNS.
So he deserved this post and he got it.

Admiral Asif Sandila sworn in as Chief of Naval Staff

Staff Report

ISLAMABAD: Admiral M Asif Sandila on Friday sworn in as 19th Chief of the Naval Staff (CNS) at an auspicious Change of Command Ceremony of Pakistan Navy at PNS Zafar Naval Complex.

While taking over Pakistan Navy command, Sandila pledged to never lose sight of the fact that as a potent fighting force, Navy has to maintain high level of operational preparedness at all times, it is the fulfillment of this major objective that he would focus and continue to strive hard to achieve.

“I am fully conscious of my duty to ensure that resources and assets which the nation provides us at the cost of many other important needs, are put to best use for achieving maximum operational effectiveness. The contemporary security environment is complex, challenging and our responsibilities, both at sea and ashore, have increased manifold. Therefore, it is our prime duty to discharge these responsibilities to the fullest satisfaction of the government and the people of Pakistan”.

Sandila said he would actively strive for synergy and seamless integration with sister services in all important and operational matters; “Navy will go an extra mile for collective good of the services and evolving joint strategies for employment and development of combat potential. Cognizant of the need, self reliance in defence, will be a priority area for me.”

He reiterated that under his command, he would continue to cooperate with friendly countries to maintain a lawful order at sea; “I sincerely feel oceans of the world despite their vast expanse are a means to unite nations and Pakistan Navy will maintain global outlook in this respect”.

Bidding farewell to outgoing Naval Chief greatly acknowledged contributions made by Admiral Noman Bashir saying “he had been a distinguished Naval Chief who served and commanded Pakistan Navy with great skill, dynamism and commitment. His vision, proactive approach, focused direction enabled Pakistan Navy to achieve major milestones contributing towards self reliance and capacity building, and he shall be remembered for long.”

In farewell address Bashir said “by grace of Allah, Navy today stands as effective and efficient Arm of the country’s Armed Forces, fully capable of protecting our maritime frontiers and maintaining much needed deterrence. Navy has emerged as an effective instrument of national power and capable of showing presence in our area of interest while fully contributing towards nation building.”

He said to meet challenges posed in emerging environment it was imperative for Navy to checkmate any potential conflict scenarios through pragmatic, yet effective employment and deployment strategies. Navy during preceding three years was adequately trained and structured to pursue defence, foreign policy objectives, safeguard maritime interests and thwart contemporary security challenges. On arrival at venue, outgoing and new Naval Chiefs were presented guard of honour. Bashir formally handed over command of Pakistan Navy by presenting traditional scroll to Sandila.

true but as Head of PN Projects he is the 'best man' to know what are the requirements of the navy, and as CNS (moot point now) could steer the PN procurement process in an efficient manner plus i believe he is a submariner and the PN submarine squadron is the cutting edge of the navy. and when he retires the navy will lose a valuable asset.
