Two Rohingya Muslim men arrested in Manipur on trafficking charges

The arrests were made on Saturday after police were tipped off about a group of Rohingya men staying in Moreh’s Muslim Basti with trafficked girls, police sources said.

The Manipur Police have arrested two Rohingya Muslim men and a 20-year-old woman, suspected to be a trafficking victim, from Moreh, a thriving commercial hub that borders Myanmar.

The arrests were made on Saturday after police were tipped off about a group of Rohingya men staying in Moreh’s Muslim Basti with trafficked girls, police sources said.

“The two men were arrested for their suspected involvement in human trafficking while the woman for not having valid document,” Tengnoupal superintendent of police S Ibomcha said. Moreh is part of Tengnoupal district.

The Rohingya are a persecuted ethnic group in Myanmar, who have faced violence from time to time. At least 40,000 of them live in India.

More than 700,000 Rohingya fled to Bangladesh after a military crackdown in the northwestern Rakhine state in August 2017.

The violence, which saw widespread killings and rapes, hit women and children particularly hard, leaving them vulnerable to human traffickers.

Police identified the two men as Mohd Saifullah (34) and Mohd Salam (25) from Arakan, which is now known as Rakhine. The woman’s name was Toiba Hatu alias Nargis (20), who, too, is from the troubled Myanmar province.

Saifullah, who was living in Moreh with his family, was carrying an Aadhaar card and also a United Nations High Commissioner for Refugees’ card, the SP said.

Salam and Toiba Hatu seemed to have arrived in India recently and had no documents on them.

The two men and a local, Mohd Ismail from Imphal West district, were trafficking Rohingya girls from Myanmar to different parts of the world, including India, Ibomcha said.

Ismail and the owner of the house where the group was living were on the run.

This is the second time in two months that such arrests have been made in Moreh, which is considered India’s gateway to the Southeast.

Three Rohingya men were arrested in March and police sources said they suspected involvement of some locals as the men had been promised jobs.

The Rohingya are one of the many ethnic minorities in Myanmar, which denies them citizenship and considers them illegal immigrants from Bangladesh.

Unnao Gang Rape Case: Strict Action Is Ensured But Awaited

A woman has alleged that she was raped by BJP MLA Kuldeep Singh Sengar and his accomplices.

How the Adityanath administration responds to this case, matters.

On 8 April, a woman and her family members threatened to commit suicide outside the Chief Minister’s residence in Lucknow. The woman claimed that she was forced to take this step as the state administration was not taking any action on her complaints against Bharatiya Janata Party (BJP) Member of Legislative Assembly (MLA) Kuldeep Singh Sengar. The woman alleged that Sengar and his accomplices had raped her on 17 June 2017.

The next morning, it emerged that the woman’s father, who was in police custody over an Arms Act case, had died. The woman alleged that her father had been killed on Sengar’s instruction.

Doctors who examined the father’s body noted 19 injury marks. It is reported that he was not taken to a hospital till Sunday evening, when he complained of vomiting and severe abdominal pain.

A day later, Atul Singh Sengar, brother of Kuldeep Singh, had been arrested in relation to the death. This arrest was made on the directions of the Director General of Police O P Singh.

By 10 April, a magisterial investigation into the death had been ordered.

Who is Kuldeep Singh Sengar?

Sengar is the MLA from Bangarmau constituency in central Uttar Pradesh. He entered politics in 2002 when he contested the assembly election on a Bahujan Samaj Party (BSP) ticket from the neighbouring Unnao constituency and emerged victorious. In 2007, he switched over to the Samajwadi Party and contested and won from Bhagwant Nagar constituency in the election five years later, in 2012.

In 2017, he then joined the BJP and got the ticket from Bangarmau.[/B]

Questioned about the charges leveled by the woman against him, Sengar said, “There are no allegations against me. Whatever allegations are there should be investigated, and investigated thoroughly. These are people of low standards.”

Later, on 9 April, Sengar was summoned by Chief Minister Yogi Adityanath.

The official reaction

The Chief Minister, on his part, has assured strict action and said that whoever is found guilty will not be spared.

The state’s Home Department has said that the alleged victim had not named Sengar in her complaint last year. The woman has alleged that when, earlier this month, she and her family wanted to file a petition to get Sengar named in the complaint, Sengar’s brother, Atul, and his aides assaulted her father.

Long-standing feud?

According to this report in the Nav Bharat Times, the woman’s father and uncles were neighbours of, and close friends with, Kuldeep Sengar in the early 2000s, in the village of Maakhi in Unnao district. However, after Sengar became an MLA in 2002, tensions started developing between the siblings and Sengar.

One reason claimed for the fallout is that after his election, Sengar started avoiding the siblings as the eldest of the brothers had nearly 12 criminal cases registered against him in Maakhi and in other police stations nearby.

Ten years ago, a crowd in Unnao lynched the eldest sibling to death. The family of the deceased alleged that this was done at the behest of Kuldeep Singh Sengar.

At a time when the Uttar Pradesh government wants to project itself as being on top of law and order, this case has come up as an important test for the administration.

In a fresh twist in the Unnao gangrape case, it has been revealed that the alleged victim had not named Bharatiya Janata Party (BJP) MLA Kuldeep Singh Sengar in the first complaint filed by her under section 164 on June 22, 2017. According to a copy of the complaint accessed by Zee News, there was no mention of the lawmaker in the rape complaint.

Sengar’s name featured in the case for the first time in a complaint filed by the alleged victim’s mother on February 12, 2018. The complaint by her mother was filed under section 156/3. She alleged that her daughter was raped on June 3, 2017 by BJP MLA Sengar.

The development has raised questions on the claims being made the complainant, who even tried to commit suicide in front of UP Chief Minister Yogi Adityanath’s residence while her father died in police custody in Unnao. It is unclear as to why she did not name the MLA in her first complaint if he was the perpetrator of the crime.


The revelations come amid fresh claims by the alleged victim that she was locked in a hotel room by a District Magistrate. She has alleged that she was first kept locked at the residence of the DM and later taken to a hotel.

An uncle of the alleged victim also upped the ante as he said that he wanted to meet BJP president Amit Shah over the issue. A purported conversation between him and Sengar also emerged on Tuesday wherein the lawmaker could be heard threatening him.

The wife of the MLA, meanwhile, met Uttar Pradesh DGP, seeking “justice” for her husband. She claimed that her husband was being framed because of political issues. “I have full sympathy with the victim, but my husband is being made a scapegoat,” she said. "There's political motive behind this. Make my husband & girl (rape victim) undergo narco test. My daughters are traumatised. We're being mentally harassed. No evidence has been presented yet, still he's being labelled as rapist," she added.

In another development related to the case, a woman, Shashi Singh, earlier named by the alleged victim came out in support of Sengar. She claimed that the complainant had nine months back accused her son of rape and sent him to jail. “She often frames people putting false allegations on them. Earlier it was my son, and now she is framing the MLA,” said Shashi.

The Supreme Court has agreed to hear a plea seeking a CBI probe into the incident. It will hear the plea next week.


The plot just gets murkier. It looks more like a family feud that got way out of hand.
