There is no need for civilian to know they have other things to worry about some one has to actually earn and not just spend
Civilian economy generate revenue which then supports military. A country with vibrant economy is more powerful then just having a large army the fall of ussr proved it

It also says that JF-17 and another plane he can't translate are difficult for the radar to detect.
The scenario was that J-11 were attacking in air-to-ground mode and JF-17 was defending.
Correction: It is saying the combination of JF-17 and Huanying (can't translate properly, it is some AWACS) makes it difficult to detect JF-17 Yayyyyyyyy!!!!!!!!!!
