It is not mandatory for any religion to cover their head. It is something the social premiss decides. For example in Jeddah hardly any woman covers her face or head. But the same woman in another region would feel uncomfortable not to.

Women of other religions and a large number of non-Saudis and non-Arabs just wear the Abayah as a coat. In the past the religious police was able to stop people who they didn't like, now if they even dare look at you at eye level they are screwed. If you remember the nail polish girl who filmed the religious police in the mall, actually the guy who told her to leave the mall was fired because he overstep his boundaries. He came for an interview in a conservative channel saying how the country is in moral decline . That is why I think KSA's current dictatorship is a good dictatorship.

If you have travelled outside, how can you even call the Saudi dictatorship good man? You'd know its EXTREMELY conservative. I'd personally feel stifled and unable to breathe in such a system.
