I think India shall retaliate by Tactical Nuke on Pakistan's Military and Nuclear establishment.

That would be a somewhat balance response; counter force strike, but how does that reflect the "massive retaliation" threat?

I do not think that India shall target any civilian population unless Indian civilian population is targeted. Massive means more in number to destroy the total military and Nuclear capability of Pakistan.

give an example of what you think they would target; technically they exchanged list of "nuclear" production/energy sites both sides agreed not to target, but who knows with these circumstances would all bets be off?
 
Stimson and Carnegie Endowment has too many Indians working for them. I take their advice with a pinch of salt.
 
To be honest, Pakistan doesn't needs a massive nuclear arsenal to ensure its security. Such an arsenal would be very expensive to maintain and secure long-term.

Pakistan should define a cap for its nuclear arsenal and call it a day. Pakistan needs to concentrate on improving in other areas now.

what does "massive retaliation" mean: only military targets, or also possibly civilian targets
Pakistan doctrine seems to be situation dependent and split on three levels; tactical, operational, and strategic

one would assume it means, if overwhelmed with tactical thrusts in one sector, it would be met with a nuclear response to push back that limit thrust

Pakistan's doctrine is actually just copying the NATO strategy for countering soviet tank thrusts into western Europe through the FULDA Gap

it will run out of uranium ore soon, probably in about 5-10 more years

India already has more fissile material, plutonium that just needs to be reprocessed today, then Pakistan can hope to make with what limit raw material it has

this is why Pakistan is rapidly developing as much fissile material it can, and then look to negotiate some balance on the subcontinent

and while India probably has fewer ready to go weapons, all it has to do is tell its scientist we want 100 more by next year from the stocks of fissile material

There is no chance of this.Pakistan is not world player and will keep stock according to its defensive requirements.

It is a general agreement but in case we are attacked with nuclear weapon, our policy is very clear. We shall inflict a massive unacceptable damage to enemy. Those agreement shall not stand in case we are attacked with nuclear weapon. In next 5 years from now, we shall have some very potent airdefense like AAD, PAD, S300, S400 and LR sam And MR SAM in place. Indian AIr defense shall be vertically impossible to penitrate.

That is a shitty delusion. Many of them are highly protected by very potent air defense. We have stored our nuclear weapons all around and many of them being out of the reach of Pakistan including in submarines. I think 50 brahmos targeted precisely shall push Pakistan in stone age.
