I agree these foul mouthed mullahs need to be taken down a couple of pegs.

The clause applies to anyone getting released from prison after arrest. Read the document.
Also the reason of paying 1000 rs was specifically mentioned as bus fare in all news reports .

No where it is written in the document.

And news report has no value.

My question remains there, where has the Army said it distributed the money according to this document? Not a single time Army claimed it so.

And also read the document, which has given the full DETAILS how the prisoner should be given money. It is about the length of journey in km, and according to that money is given.

But Army did totally against this document in distributing the money and gave a lot of money and of same amount to all of these culprits.

I salute dg rangers from depth of my heart and he should be encouraged for this good act those who criticize him should stop and not make this an issue..1000rs today is not a big amount considering present price hike and inflation
 
What an insane excuse presented here by the OP.
They were not released after completion of their punishment, but got released as a result of a "Pact".

Mullahs were able to let parties accept the condition of release of all these terrorist, but our politicians and army were not even able to let parties accept the condition that they will not be get paid after the release?

I am curious as to your expertise in criminal law and procedure. I have 10 years at the Bar and what you are saying is totally and absolutley incorrect. These apply to the following people as laid down in Rule 2 of the same rules.

1) Criminal Prisoners: Meaning those who have been detained by Court order.
2) Convicted Prisoners: Meaning those who have been convicted
3) Civil Prisoners; Meaning who don't come under either above head.

Under law, Police/Rangers can hold you for only 24 hours (Section 61 CrPC) after which they need a Magistrate to extend the remand. Once this 24 hour period is exhausted and the M<agistrate extends the remand ("the Court order") then the persons become criminal prisoners as per clause 1 above. Thus Prison Rules apply.

You may argue that these are not ordinary prisoners but those whi were detained under Public Order Laws. And you would be correct. Unfortunatley for you in that case the have to be PAID by the Government for every day they are detained. Except that the payments are to be made, where applicable, by the prison authorities and not by the DG Rangers as a public spectacle, assuming that the correct procedures for remand and extension were followed.

And this is Rule 8:

(8) On final release from Jail, every detenu is entitled to receive the balance of the monthly allowance and other funds (if any) that stand to his credit.

The funds being referred to here are:

8. Funds:- (1) Detenu of A,B and C Class may receive Rs. 200, Rs 100 and Rs. 50 respectively from friends/relatives to supplement amenities of life. (2) In addition to any funds received under sub-rule (1) a detenu may be granted a monthly allowance in cash at the following rates:- A Class B Class C Class Rs. 50.00 Rs. 30.00 Rs. 15.00 (3) A detenu may, with the permission of Government pass the whole or any part of his allowance to his family or dependents. (4) All funds received by a detenu shall be kept by the Superintendent and spent by him in consultation with the detenu. (5) A detenu shall not be allowed to receive money directly by money order or otherwise, and all remittances meant for detenus shall be made to the Superintendent. 2 (6) In addition to the allowances to be paid to detenu under the provisions of sub-rule (2) Government may, in its discretion, grant an allowance for maintenance of the dependents of a detenu, having regard to the consequences to the dependents of any deprivation of the detenus capacity earn his livelihood and maintain them. (7) A separate account shall be dept by the Superintendent of the expenditure of monthly allowance of each detenu and when the detenu is transferred the balance of his monthly allowance and other funds (if any) received by a detenu shall be notified to the receiving jail.

Doesn't this apply to those prisoners who have served their sentence and not to those who damaged and destroyed public property.

This in a way is reward for job well done.

The money should not have been paid by Rangers and that too openly.

The matter of providing money to protesters has been subject to quite a bit of twisting and tainting, the BBC published a propaganda piece ( s.c.: http://www.bbc.com/news/world-asia-42149535 ) trying to imply that the army was behind the protests, the rangers need to provide a clarification.

Also, this drama is'nt about to end anytime soon, the Sunni Ittehad Council is going to hold another protest with 'millions' of attendants demanding the entire government's resignation starting from Rabi ul Awal. These mullahs have gotten out of control, it was feared that they would get emboldened, an article by Express Tribune says that the army bowed down to Rosvi's demands at the negotiation table, perhaps they have realized how powerful they really are.
