So why did UP government ( BJP-ruled ) bring out a law against "mass conversion" which really is code for preventing Dalit en masse conversion to Buddhism ? Will the UCC allow this type of conversion ?

You should watch the film Garam Hava ( link ). It is set during the Parition and the ending describes the situation for most Indian Muslims who stayed back during the Partition. The ending is thus :
