Uk is going herd immunity approach whether officially or unofficially. If Treatment would be there, it would be first and foremost their own citizens not some 'outsider' no matter how rich and powerful he thinks he is in own home country.

Then comes the blackmailing and deal part. Blackmail the govt. to get some kinda deal that his donkey patwari followers would come on streets in protests. Now, that's the last thing govt would want during this crucial time of crisis. Ofcourse there is vandalizing and anarchy angle too.

Last but not the least, take care of business. For these greedy fellows, money means everything. Somebody from family has to be there to take care of 'family business'. Time of crisis is always good for making money especially when you have this and that kinda mills. And with more money, you can buy more people. But to do that, somebody from top of family has to be there on ground.
