Your logic of making land a public property is flawed..look in this way no matter how much u work hard..u will never be able to have your own home...so the hard work is not translated into reward/facility...As govt. can capture that land any time.
And the logic u gave for disputes is again flawed...today u will make land public..then men will have issues the next thing they have private ownership..so we will need to make it public..and in this way man will never be able to own any thing..no matter how much he works hard

Let me start with refuting the basis of your argument ........... Private ownership is not an Islamic concept, its mainly a capitalist concept ........ Islam in its real essence is a threat to capitalism ...... The Quran has spoken and advised not to accumulate wealth beyond one's own needs ...... Qaroon (Croesus) a wealthy capitalist is one of the enemies of Islam, who has been punished and cursed not by humans but by ALLAH. Now even after all this Islam hasn't taken away the freedom of making their own decisions and freedom of choosing away from humans, while your proposed system somehow tends to be backward by controlling the humans and monitoring them and not letting them think and make free choices. ............
