China is a big country, the PRC was found in 1949, the country has been united and Chinese people have been living in peace since then.
Vietnam is a small country, got independence in 1945, several times been totally bombed and burned into ashes by different powers, just got out of the war since 1991.
There should be nothing to make a comparison.

The 1979 war was a special occasion at which Vietnam military power was at the highest peak due to not so long after the state unification. On the otherwise, China military power was at the lowest point due to suffering free-falling after the Great Leap Forward and the Cultural Revolution period.

1- Could you warranty that you can secure that place for long!?
2- India has claimed the same, but look how high they could reach in these fields!? There are over 40% of scientists and experts in the U.S. are Indian.
