The entire article is too long to post here. It's from the oversea edition of People's Daily, the Chinese government's official news outlet. The red bolded part, most important in the article, roughly translates to:

"China does not seek hegemony around the world or in Asia, but must form and maintain military superiority in certain regions to ensure any opponent would not be able to win in a war. Without a question, China eagerly wants to be a friend of United States. However, United States believes in a motto of "If you can't beat them, join them (or whoever you can't dominate is your friend)". Thus, becoming a nation impossible for United States to win over miliarily is the basis for equal friendship between the two countries."

这话有什么错吗?这样的原则阐述如果出自其他国家的领导人讲话,难道会是奇怪的吗?上述惊诧反映出有些国家在用一些非正常的要求对待中国,他们希望中国的和平发展是为求和平什么都不顾,他们怎么捏我们都可以。他们期待这是对华套现非正当利益的大好机会,中国和平发展战略是他们一发指令就能吐出好处的ATM机。

这两年的中日、中菲摩擦,挑事者都不是中方。如果日本不搞钓鱼岛“国有化”,菲律宾不派军舰驱赶停靠黄岩岛的中国渔民,危机都不会爆发。中国是东亚地区内的最大力量,也是“搁置争议、共同开发”的主要倡导者,只要其他国家不主动同中国挑起、激化争议,它们同中国就不会有大问题,如果它们挑衅了,又总指望中国“别强硬”,那就难了。

中国在未来不排除有真正强硬的时候,这取决于外部力量是否会以它们的挑衅迫使中国采取强硬的坚守。一些国家和力量过去把对中国的利益挤压做得太过分,它们需要重新看清中国画出的红线。

If any other national leaders stated they would protect their national interest, it would be the norm. However in China's case, it raised many foreign eyebrows, showing a different standard. If they had hoped China would sacrifice everything in the name of peaceful development, they are way wrong. China's peaceful development is not something they can hold us hostage to whenever they want a good deal from us.

In the past two years, there had been disputes with Philippines and Japan. In both cases, China did not initiate them. Dispute with Japan started after they unilaterally decided to "nationalize" the Diaoyu Islands. Troubles at Huangyan Island (Scarborough Shoal) began when Philippino navy attempted to harass and board Chinese fishing vessels. While China is the largest power in the region, it was also supporting the idea of putting aside arguments and co-development disputed areas. As long as the other parties do not provoke us, there will be no problem. If they do provoke us, then they should not expect us to be polite with them.

In the future, we cannot rule out the possibility of us taking a hardline stance. That is dependent on whether external forces decide to test our resolve. In the past, certain countries have overstepped their bounds against Chinese interest for too long. Now is the time for them to re-consider where China will draw the line."

Nothing to be bothered about - CCP blows hot blows cold as per the situation. Their every move is on expected lines and is far too predictable.

Every word is measured and convey a meaning behind them. I wouldn't dismiss them so easily. Remember that 1962 fiasco of yours? We warned Nehru for months and he also thought we were blowing hot air.

And please do so and china end is complete using military force with no valid reason to invade is act of idiots beside the MDT we have UN we have friends etc so do your worse. And if you guys were capability why not invade Taiwan or Japan or maybe you think the Philippines is easy hate to say it were not weak yes but please we have complicate in the UN if you attack us you guys will be condemned so please do so.

The same rhetoric over and over - you know what - everyone knows what China's after - you have made it amply clear, there are obviously some statements and steps that CCP masters will make towards that - those are expected and in line with your doctrine - as far as 62 goes, it's been oft repeated as it was 50 years ago and Nehru was an idiot who didn't know how to respond back - even the present dispute of Kashmir is this idiot's gift for us.

We failed? We completely shut you out of the island, causing you to cry to your American master. Since we have veto power at the UN, we'll block every single proposal you attempt to push through. Oh did I mention we'll keep foiling you at ASEAN meeting as well? Moral of the story: Don't start **** you can't finish.

The attack came after "Hindi Chini Bhai Bhai" stupidity. Leave alone a warning, Chinese attacked India right after claiming to be brothers. In moral terms, it is considered outright backstabbing.

So while Indians concede you won that war, don't try to gain any high moral grounds on it. You never had it, not even in the recent times.

In India we say barking dogs never bite. And for the past many years, all we have seen is nothing but loud barking... be it at Vietnam, or at Japan, or at India, or at the US.

And if China were so superior militarily and diplomatically, why did it need to show restraint in 1987?

In that context, even Pakistan is way superior to China, for, at least they try to walk the talk.

Fact is, China is indeed blowing hot air.

If you insist on extending your sovereignty as much as you can, to the point it where your rule stops only when because you've met sustained armed opposition, then logically you've created a condition where you are encircled by enemies, yes?

You might want to recall what happened to the King Frederick II of Prussia in the eighteenth century. When young he was a very cultured person, an accomplished flutist, and eagerly read philosophy. A few years after assuming power he broke alliances and treaties to pursue an old claim to a corner of Silesia against the Austrian Empire which a century before had granted his family a crown. Frederick succeeded at a bit of conquest even though most of Europe ganged up on him but Prussia didn't benefit because while he was an excellent general Prussia's economy and that of its trading partners had been severely damaged.
