As i said in post #170, after going through MLU, couple of F-16s from the batch were kept back as Pakistan wanted some high end systems installed. The two were test beds for those systems and went through extensive trials in US before being flown to Pakistan. Note the JHMCS supported by the front seater.
For a ferry flight, US flag is a normal practice.
