The United States is urging an end to violence in Burma's Rakhine state where at least seven people have been killed.

The situation "underscores the critical need for mutual respect among all ethnic and religious groups", said US Secretary of State Hilary Clinton.

Violence flared after the murder of a Buddhist woman last month, followed by an attack on a bus carrying Muslims.

Meanwhile the EU expressed satisfaction at President Thein Sein's government's handling of the violence.

Both the US and EU recently eased sanctions on Burma amid a process of reform that began with the election of a military-backed nominally civilian government in November 2010 that ended decades of military rule.

''We urge the people of Burma to work together toward a peaceful, prosperous and democratic country that respects the rights of all its diverse peoples," Mrs Clinton said in a statement.

"We believe that the security forces are handling this difficult intercommunal violence in an appropriate way," said Maja Kocijanic, spokeswoman for EU foreign policy chief Catherine Ashton.

The rape and murder of a young Buddhist woman in Rakhine in May set off a chain of deadly sectarian clashes.

A state of emergency allows the introduction of martial law, which means the military can take over administrative control of the region.

Who are the Rohingyas?

The United Nations describes Rohingya as a persecuted religious and linguistic minority from western Burma. The Burmese government, on the other hand, says they are relatively recent migrants from the Indian sub-continent.

Is there a risk this might escalate further?

Analysts say that communal tensions with a religious and sectarian tinge have the potential to spark wider unrest, which will worry the government.

Activists, however, have criticised Burma's government for allowing troops to take control of the western province and asked that journalists, aid workers and diplomats be allowed into the area.

The violence ''is spiralling out of control under the government's watch", said Elaine Pearson, deputy Asia director at Human Rights Watch in a statement.

President Thein Sein declared a state of emergency late Sunday night after unrest over the weekend saw rival Buddhist and Muslim groups setting houses on fire.

Official media said the state of emergency was "intended to restore security and stability to the people immediately".

According to reports, the violence began on Friday in the town of Maungdaw, spreading to state capital Sittwe and neighbouring villages.

The United Nations has decided to temporarily relocate non-essential staff in the area where tension remains high.

In a statement, the UN said it had requested full government support for the safety and security of all its staff and their families in Maungdaw, Buthidaung and Sittwe while they are relocated to the main city, Rangoon.

Neighbouring Bangladesh has increased its security presence on the border amid fears of an exodus.

The Border Guard Bangladesh force on Monday said it had turned away a number of boats carrying refugees. Reports of the number of people ranged from 50 to 300.

Stateless

The clashes in Burma began on 4 June when a mob attacked a bus in Taungup, Rakhine province, apparently mistakenly believing some of the passengers were responsible for the earlier rape and murder of a Buddhist woman.

Rakhine state is named after the ethnic Rakhine Buddhist majority, but also has a sizeable Muslim population, including the Rohingyas.

The Rohingyas are a Muslim group and are stateless, as Burma considers them to be illegal immigrants from Bangladesh.

A nominally civilian government was elected in Burma in 2010 and, in April this year, opposition politicians led by Aung San Suu Kyi entered Burma's parliament following historic by-elections.

However, the government is still dominated by the military and concerns over political repression and human rights abuses continue.

"In the 1980s and early 1990s, Indian intelligence adopted a conscious policy of developing close relations with rebel groups along its borders with [Myanmar],'' said Naba Kumar Singh, who heads the Myanmar studies in Manipur university in Northeast India.

''India's RAW [Research and Analysis Wing] supported the Kachins, the Chins and the Arakanese insurgents to neutralize its own northeastern militants along a long border but also to keep pressure on the [Myanmar] military regime. That changed in 1995," he says.

Once India decided to court the military junta, the Indian military started to crack down on the rebel groups it had once supported. The bases of the Chin National Front (CNF) in northeastern India's Mizoram and Manipur were raided and most of their fighters were forced to flee or were nabbed.


The Kachin Independence Army (KIA), which had received a huge consignment of weapons after its former chief Maran Brangsein visited Delhi twice and the chief of India's external intelligence RAW, were also told they could "no longer depend on Indian support".

The policy shift was controversial among the rank and file, many of whom had developed relations with rebel leaders. The RAW's late deputy chief B B Nandi actually offered to come to the defense of the 34 NUPA rebels in court because he felt they were victims of treachery.

Just before he died in Calcutta, he told this writer that he had opened the first parleys with the NUPA, the KIA and the CNF in an attempt to secure India's eastern borders with Myanmar from the "pernicious effects of insurgency, drug and weapons trade".

''These rebels served India's interest much better than [Myanmar's] military regime," Nandi told this writer.

even recently when Janjaweed was busy exterminating south sudanese....when they were forcing children to rape their parents ..not one word of disgust or outrage from most of the members in Pakistan or Bangladesh..but one incident in Israel or India or even Myanmar, u have these people jumping up and down and calling for jihad...

If I am not mistaken, India was a staunch supporter of Aung San Suu Kyi. Then later, they shifted their support for the Junta for security reasons.

I must say, I'm really surprised about the last paragraph.

Wait, have you lost your mind? Why would Bangladesh interfere with Kashmir related issues and I doubt hardly anyone cares what Bangladesh think of atrocities committed elsewhere. Matter of fact, Bangladesh (east pakistan) has strongly protested that the Kashmir issue has taken too much of Pakistans attention and Bangladesh was not given enough attention and support it deserved during that time. And where did Bangladeshi member cheer the death or rape of hindu or other religion. Matter of fact, its your people who has consistently cheered the rape and atrocities committed by BSF. Go through the forum and you will see it for yourself. Why don't you do some fact checking instead of blabbering your racist bigoted view?

It's direct effect of $32 billion yearly budget on defense keeping mass people away from fundamental rights like toilet issue, recently I read a report about depriving remote area colleges from proper fund (whereas spending big bucks behind arms )... and the products are these stupid arrogant duffer. Anyway, they are lucky....Bill Gates is now thinking for their toilets....:rofl: .

"Burma" - when will these bunch of imperlialists end their colonial predators' mentality?

For once I really like to see the US can influence the country to alter its internal policies and bring the Rohinya and Rokhine State issues to an end. The problems here can be enlarged and spread. China too should put pressures on Myanmar's Government.

Seriously now Bangladeshi is gonna taunt us about poverty? REALLY?

A country whose 85% population earns less than $2 a day? The lowest income? Lowest HDI! Lowest living standards. Insignificant bunch of people who don't have anything to call their own. Most of the world doesn't even know that your country exists. Bangladeshis are people with no self-esteem. They're born to serve others. It is like a Somalia of South Asia. Densely populated Brahmputra's delta belt with 180 million poor-hungry people.
