The United States pays Pakistan about one billion dollars a year for its participation in counterterrorism operations along the border with Afghanistan, The New York Times reported on its website Saturday.

The newspaper said the payments continue even though President Pervez Musharraf had decided eight months ago to slash patrols through the area where Al-Qaeda and Taliban fighters are most active. So far, Pakistan has received more than 5.6 billion dollars under the program over five years, more than half of the total aid the United States has sent to the country since the September 11, 2001, attacks, the paper said. (05-20) 04:00 PDT Washington -- The United States is continuing to pay roughly $1 billion a year to Pakistan for what it calls reimbursements to the country's military for conducting counterterrorism efforts along the border with Afghanistan, even though Pakistan's president decided eight months ago to slash patrols through the area where al Qaeda and Taliban fighters are most active.

The monthly payments, called coalition support funds, are not widely advertised. Buried in public budget numbers, the payments are intended to reimburse Pakistan's military for the cost of the operations. So far, Pakistan has received more than $5.6 billion under the program over five years, more than half of the total aid the United States has sent to the country since the Sept. 11 attacks, not counting covert funds.

Some American military experts in the region have recommended that the money be tied to Pakistan's performance in pursuing al Qaeda and keeping the Taliban from gaining a haven from which to attack the government of Afghanistan. American officials have been surprised by the speed at which both organizations have gained strength in the past year.

But Bush administration officials say no such plan is being considered, despite new evidence that the Pakistani military is often looking the other way when Taliban fighters retreat across the border into Pakistan, ignoring calls from American spotters to intercept them. There is also at least one American report that Pakistani security forces have fired in support of Taliban fighters attacking Afghan posts.

The administration, according to some current and former officials, is fearful of cutting off the cash or linking it to performance for fear of further destabilizing Pakistan President Pervez Musharraf, who is facing the biggest challenges to his rule since he took office in a bloodless coup in 1999.

The White House would not directly answer the question of why Pakistan is being paid the same, very large amount now that it has publicly declared that it is significantly cutting back on its patrols in the most important border area. But Gordon Johndroe, a spokesman for Stephen Hadley, the national security adviser, emphasized Pakistan's strategic importance in the region.

The Pentagon, in response to inquiries, said Friday that the payments to Pakistan since October 2001, when the war in Afghanistan began, had averaged $80 million a month. The Congressional Research Service estimated late last year that the payments accounted for about a fifth of Pakistan's total military expenditures.

The administration told Congress in January that the Pakistanis performed operations that "would be difficult for U.S. Armed Forces to attain," and the Pentagon said those included carrying out joint operations, commanding observation posts and conducting land and maritime interdictions.

But Musharraf announced in September that under a peace agreement with local militants his regular army troops in North Waziristan, the center of al Qaeda's operations, would no longer operate checkpoints and that they would stay within garrisons, a decision that came after Pakistani forces suffered heavy casualties in the lawless tribal areas.

Soon after, appearing with President Bush, Musharraf promised that tribal leaders and local militia would handle al Qaeda and the Taliban in the tribal areas. Pakistan's ambassador to Washington, Mahmud Ali Durrani, said in an interview that the agreements are working and his country's military activities on the border itself are increasing. "There are multiple small and big operations going on; we have deployed troops along the border," he said. "There is a lot of coordination."

American officials tell a different story.

"They send us a bill, and we just pay it," said one senior military official who has dealt extensively with Musharraf. "Nobody can really explain what we are getting for this money or even where it's going."

we have lost lot of our men fighting American war.so we get few billions.whole world takes a notice.Israel gets over 10 billion a year and they have never lost any of there personals fighting for the Americans.yet No one says a word about it.
Most in Western media cant seems to find any thing on that.but God forbid Pakistanis get money for there Troubles.all of sudden every body is a journalist.with a same story.

Israel gets aid, Pakistan also gets aid so does Egypt.
But none of those countries get paid to fight for America.
Terrorism is a bane for everybody, why do you need a monetary incentive to fight it.
You already get aid for weapons and economy,you need money for individual too. it feels a bit mercenary in my opinion.
Does the cops get an incentive on cataching a criminal other than their normal routine salary?

It's called covering our costs. Seriously Pakistan is not overflowing with a surplus of money to fight terror at the level we are being forced to do it.

This is an internal US matter. A billion dollars a year? Sounds like a stretch, Unless its for the fuel and munitions being quickly used up. In all probability some US officials might be laundering money under Pakistan's name. They've eaten up so much money already under the garb of this war.

By all means demand money for Weapons, personnel, Logisitics Expenses etc, but please charging money for capturing individuals, Like bounty Hunters!!!!!!!!!!

Honestly, I didnt intend it to be a flame bait, but a geniune concern. Please dont think by eliminating those camps you are doing only the world a favour, the biggest dividend of lies in it for Pakistan and its society.

Actually that's how the US is thinking about it, not Pakistan... They want to tie it to performance, and our simple reply to that would be "we don't care enough about the performance or the money". This money is not benefiting Pakistan. We lose money while fighting the war, and they reimburse us...

Just because we've removed forces from a small region doesn't mean that there's a significant dent in the 82,000 strong deployment that is done over there. We give them our bills thats it.

Actually US is not paying for our fight against local extremism. Just for the Taliban and their movement across the border. The issue of camps operating (at least if they are permanent camps and not moving from here n there like caravans) on the Afghan border is so lame. Pakistan on every occasion has said "Ok if you know where those camps are, why don't you tell it to us?" Not once has there been any answer to this question. Since its not the US government who ever says this on the record it's just some one or two person in the establishment voicing his opinion.

Actually it's interesting to note that......

1) Saudi bankrolled Gulf war1 (emptied their reserves to pay for it)
I guess that makes the coalition mercenaries
2)U.K. finished paying the Americans for the help they gave in world war 2 only in the last year.(2006)
Again guess that makes them mercs.....
Pak should take the money and run......
