well this isn't true let me explain you this way
there is some voice in azerbijani and turkmen (and maybe in turkish) which does not exist in persian language yet they use the letters of those voice but they don't pronounce it that way
here is the some example of them
ز-ذ-ظ-ض
ق-غ
س-ص-ث
ئ
i ill give you a quick explanation
this س is the same as all s in turkish and english
but this s ث is pronounce as Th like
thunder in english but since persians don't have it they pronounce it as normal s
this is ق a gh you don't have it in turkish but we azeri and perisans have , it's normal gh but this gh غ is different
if you pronounce kh and older gh خ ق in the same time it will make now voice in azerbijani language it's letters is "X" like bax but since persian dont have غ they will pronounce it like ق i hop you get it otherwise hop @
