Of course it doesn't forbid a country from developing their own missiles. As for "suk the missile",there are options to counter this. You haven't discovered electricity. There have been lots of countries with their own ballistic missiles for decades.

Aselsan MURAD AESA Radar with superior GAN technology with 1.000 T/R modules

There is no difference in amplification and noise reduction on the receivers end. The main difference is GaAs runs on low voltage and has heat issues, where as GaN is designed for higher voltage is compact and dissipates heat better amplification is similar.

X Band radars based on GaN are already developed by both China and India. You are not doing anything which they have not done it.
