Not Cabatli but here's my take on it;
We don't know how much of our national products have reached maturity (aka transformed in to serial production and accepted in big numbers).
It's a relatively cheap deal, more experience with various products, we might not have the time frame to manufacture munitions if the need arises. It might also be a long term planned acquisition and/or it might also been forced through because of the recent air campaign. Keep in mind that we didn't use much the previous years and also I've seen others comment that this is maybe the third time we've bought guided munitions. For comparison look at what Israel has bought and imo they're pretty much king in guided munitions dropping, especially in urban area's.
Low initial numbers of guided munitions bought + very heavy use during recent campaign with good records + own products still developing = enough reasons to buy and stock a few of them just in case.
This whole ''milli'' fetish we people have isn't good. Would you rather drop a KGK/HGK when you can drop a much cheaper bought bomb? Also they might have been bought because of doctrine change/more experience for future use. For example Roketsan is working on the Teber project and we went ahead and bought laser guided 500 LB JDAMS. Now specifications might differ but assume they're the same, would you want your guys to wait X years until they can drop one with Teber kit or would you like them to get used to it right now? Starting from SF and spreading down.
