Roketsan’s SOM is designed for the use against heavily defended, anti-access and high value stationary targets, such as surface-to-air-missile (SAM) sites, exposed aircraft, strategic assets, and C2 centres, as well as moving land/surface (ASuW) targets. Under serial production, SOM is already in the inventory of the Turkish Air Force (TAF), integrated and certified on the F-4E/2020 and F-16 Block40 fighter aircraft platforms. Lately, SOM was used in the military Exercise “Pençe 2013” and reported to have shown great success. Roketsan is in cooperation-discussions with Airbus Defence & Space for the integration of the SOM on the Eurofighter TYPHOON platform. The SOM-J, a variant which will be integrated in the internal bay of F-35 JSF will be in service in late 2017, when the TAF will receive its initial platforms. The SOM-J Integration Programme is ongoing in cooperation with Lockheed Martin Aero and Tübitak Sage under contract signed with Turkish Ministry of Defence (TuMOD).

European Union has their own cruise missile, such as SCALP (Storm Shadow / SCALP EG Cruise Missile and Taurus KEPD 350 (Taurus KEPD 350 - Missile ThreatMissile Threat
They would never purchase SOM as it would be anti marketing against their own cruise missile.. the reason Turkey started to push money into SOMs development is they sold those cruise missile to Greece. Greece ordre Mica and Scalp

Not Europeans. France, Germany and England has. But who said rest of Europeans want to buy this stuff?

Optimised for COIN missions, ARCHANGEL can handle armed reconnaissance, CAS, FAC (A) and CSAR while counterdrug, border security operations can also be supported. Compatible with ROVER, IOMAX's latest product features an EO/IR sensor turret, typically a L-3 Wescam MX-15 or FLIR Systems Star SAFIRE 380HLD. Alternatively, a MX-20 could also be installed. The EO/IR turret is fitted in an IOMAX custom designed centerline pod that has been developed as an integrated recce/strike/datalink aircraft store which can also be configured to include missile and radar warning and countermeasures. TERMA's AN/ALQ-213 electronic warfare management system is installed, while it was announced on day one of PAS15 that the configurable Modular Aircraft Self Protection System (MASE), also from TERMA, will also be integrated. A variety of weapons can be hung from the six wing store stations including 70mm laser guided missiles, for instance Roketsan's CIRIT in quad pack launchers, AGM-114 HELLFIRE missiles, GBU-58 and GBU-12 bombs.

did i ever mentioned the rest of Europeans? Who else has Raphael, Saab, Tornado? just for rented Gripen, Turkey would not spend much to process the certification of this technology. Also, you cant rely on small countries as long as you are really close as with Qatar or Azerbaijan. Otherwise, your technology will be stolen.. ;)
