As he is "only" an uzman çavus, I doubt it's one of these "the high ranking guys get the fancy stuff" kind of thing.

Might as well be just show for the cameras and they got only this one for now, who knows? Or a logistical failure. Still see PÖH running around without helmets. Not sure if it's a matter of preference tho.

But I honestly don't see what good it would bring to equip several people with this anyway. Bulletproof vests would probably safe more lifes.

It means that rather than just splurging on bare opscore helmets our guys also splurged on additional stuff. We also saw face/cheek plates with SF coming up, don't have the pictures saved myself.

They already got these add ons for at least one year.

As for the mountain commando, I guess you mean this one?

Pretty certain this is the case where the high ranking guy gets the good stuff. Have already seen some higher ranking commandos with ops-cores in 2015. Highly doubt the regular guys will get any, unless commanders order them specifically for their unit.

Experimental phase, that's why not everyone is equipped with it. Few get equipped to later-on share their experience with the thing for further evaluation.

Testing phase of that mask is likely in the hands of that army unit in this case, not the company producing/marketing it.
