Mortar shells land at the border, shots are fired towards turkey, and I believe either last year or a few months ago some people from Syria fired at soldiers. not to forget the occasional skirmishes with smugglers.

it's a thermal sight so yea, I think it's possible

It's a very expensive piece of electronic equipment and I don't think it's water resistant so the soldier in the picture is doing his best to protect it from snow.

1. Probably because the government wants Syrian rebels to come in and out of Turkey.
2. would be expensive to build a fence along the whole border.
