China explosions: Fires still burning after Tianjin blasts

Fires are still burning at the site of two massive explosions in the Chinese city of Tianjin, some 36 hours after the blasts.

Military chemical experts are testing for toxic gases and rescuers have been told to wear protective clothing.

At least 56 people died and more than 720 were injured, 25 critically and 33 seriously, in the explosions late on Wednesday evening, officials said.

But search teams did find one survivor in the debris early on Friday.

The man pulled from the rubble 32 hours after the blast was named as 19-year-old firefighter Zhou Ti, state-run news agency Xinhua reported.

Twenty-one firefighters are reported to be among the dead and several more are missing. Fire crews were already at the site when the explosions took place, having been called out after reports of a container fire.

Tianjin's fire department chief Zhou Tian told reporters that more than 1,000 firefighters and 140 fire engines were at the site on Friday.

The Tianjin Port Group Company said dozens of its employees remained unaccounted for, according to Xinhua.

The warehouse that exploded in the port area is owned by a company called Ruihai Logistics, which specialises in handling hazardous goods.

The company's website says these include compressed gas, flammable liquid and toxic chemicals - some of which become highly explosive when mixed with water.

But city officials said on Friday they still did not know what materials were at the warehouse at the time of the fire, or what caused the blasts.

Gao Huaiyou, deputy director of Tianjin's work safety watchdog, said there were discrepancies between accounts by company and customs officials, adding that damage to company offices made it hard to identify the chemicals.

The BBC's John Sudworth in Tianjin says that once the fire is extinguished, the chemical containers will be moved to a safety zone, away from the heat, so that the contents can be analysed.

Tianjin's residents remain nervous, he adds, with some posting concerns online about the environmental impact and suspicions that the public may not be hearing the full truth.

The head of Tianjin's environmental protection bureau, Wen Wurui, said pollution levels were being monitored and other officials insisted any contaminants had been contained.

Fires are still sending plumes of smoke over the destroyed buildings, burned-out vehicles and crumpled shipping containers that bore the brunt of the explosions.

The People's Daily, the official newspaper of the Chinese Communist Party, saidthat emergency services were "trying to remove all the 700 tonnes of sodium cyanide" stored at the site.

The local fire chief said further recovery efforts would be slow because of the potentially complex mix of chemicals at the site.

"Many types of different materials with different characteristics are mixed together and could at any time result in a chemical reaction or explosion,'' Zhou Tian said.

One small explosion was reported at the site on Friday morning.

The People's Daily said the facility had "clearly violated" safety rules that say dangerous materials must be stored at least 1km (0.6 miles) away from public buildings and main roads.

State media said the manager of the Ruihai Logistics site had been detained.

Meanwhile, the government said nationwide safety inspections would be carried out on industrial sites in a bid to learn the "extremely profound" lessons from the tragedy.

Chinese Premier Li Keqiang has promised "open and transparent information disclosure" on the investigation.

The two explosions, seconds apart, caused a fireball visible from space and a shockwave that damaged buildings within a 2km radius (1.5 miles). The second of the blasts was the equivalent of 21 tonnes of TNT.

Officials said more than 6,000 residents forced to leave their homes had been relocated at several nearby schools that are being used as temporary shelters.

Tianjin blasts: Gov’t acts to curb environmental damage

The Tianjin government says that it has taken measures to curb environmental contamination in the aftermath of the two massive explosions that ripped through the port area in the city on Wednesday night.

The environment authority on Thursday released initial monitoring results of water and air quality near the explosion site.

Limited amounts of chemicals such as methylbenzene, trichloromethane, and oxirane, which were found in the air after the explosions, had come under normal levels by Thursday afternoon, the authority said.

Feng Yinchang, Director of the National Key Laboratory of Particulate Matter Pollution Prevention of Urban Environment at Nankai University, said the pollutants in the air will pose no threat to residents’ health.

Feng added that they will continue to monitor the air quality closely, as the cause of the explosions remains unclear.

The local environmental authorities have taken extra caution in the treatment of sewage water from the blast area, as excessive amounts of contaminants in sewage water have been detected, according to a senior official of the local environmental department.

The authorities said that cyanide and sodium sulphide have been detected in two drainage tubes near the area. Moreover, the quantities of Chemical Oxygen Demand and cyanide have exceeded the standards by three and eight times, respectively. But the contaminants have not diffused to neighboring areas.

Since “Thursday morning, we've blocked wastewater discharge to make sure that the contaminated waste will not go into the sea,” said Wang Lianqing, senior engineer at the Tianjin Environmental Protection Association. He added that from “Thursday afternoon, we completely blocked the overflow gap and rainfall sewage gap.”

Wang said the sewage treatment plant has enhanced filter procedures to contain the density of contaminated water, while activated carbon powders have been installed in the blast area to minimize pollutant concentration.

Beijing to supsend production and circulation of dangerous chemicals

Beijing has ordered chemical enterprises to halt production and circulation of highly toxic or explosive chemicals from Aug. 17 to Sept. 6, the Beijing Times reported, citing information from the Beijing Administration of Work Safety.

Beijing Vice Mayor Zhang Yankun presided over a video conference Thursday following the deadly blasts that occurred in the Binhai New Area of North China's Tianjin port late on Wednesday.

Zhang gave a briefing on the latest developments in Tianjin, and announced new restrictions on industries involved with dangerous chemicals and fireworks, while ordering tightened supervision over industrial enterprises.

All enterprises engaged in the production and sale of dangerous chemicals must suspend construction and renovation projects, stop work involving the use of fire as well as other special activities within a limited space, and take preventative measures to ensure safety.

In addition, a safety overhaul of storage facilities for dangerous chemicals will be carried out immediately, Zhang said.

Tianjin blasts reveal major management flaw

Information about the storage of dangerous and toxic chemicals has to be made public in certain foreign countries. However, in China, companies do not need to identify and release details of the dangerous chemicals they are storing, which is a major management flaw, said Ma Jun, director of the Institute for Public and Environmental Affairs, in an exclusive interview with China.org.cn.

Two deadly blasts rocked a warehouse in Tianjin Binhai New Area on late Aug. 12. According to the official Weibo account of the China Earthquake Networks Center, the first blast was equivalent to detonating three tons of TNT while the second one was equivalent to detonating 21 tons. The fatal blasts have left at least 56 people dead as of Friday afternoon, including 21 firefighters.

Experts are currently working to uncover the cause of the powerful explosions. According to CCTV News reports, there was calcium carbide inside the warehouse, a chemical which reacts with water or wet air to create acetylene, a highly flammable gas. It can explode when it reaches a certain density. Dry graphite powders or dry sands, not water, should be used to extinguish fires caused by calcium carbide, said Sun Chenglin, a researcher at the Dalian Institute of Chemical Physics at the Chinese Academy of Sciences. In addition, there was more than 700 tons of sodium cyanide at the blast site, which can create hydrogen cyanide, a poisonous and flammable gas, after reacting with wet air or acids, the Beijing News Reported. Sodium cyanide can cause an explosion if it reacts with chlorate or nitrate.

The Ministry of Environmental Protection said on Friday morning that chemical oxygen demand (COD) and cyanide had been detected in the underground pipelines of the two blocked discharge outlets in the blast site, with excessive discharge three to eight times higher than the standard.

Answering the question of whether rainfall would lead to secondary pollution from the blast site, Wang Lianqing, senior engineer of Tianjin Association of Environmental Protection Industry said that some regular rainfall would not cause further accidents as the whole site has been blocked off.

Ma Jun pointed out that it is crucial to ensure that polluted water at the blast site can be completely collected and correctly treated. “If polluted water flows into the Bohai Sea, it will destroy the marine ecosystem,” Ma said.

He also noted that if polluted water seeps into the underground water or the soil, the remediation work would be extremely difficult and would cost a huge amount of money.

Ma called on safety supervision agencies and environmental protection departments to pay greater attention to the Tianjin accident. He doubted that related agencies realize there had been such a large amount of dangerous chemicals at the blast site, and whether they had found potential safety loopholes and issued rectification orders. follow the international convention and set up a system for disclosing harmful and toxic information, in order to break down barriers between safety supervision, environmental protection and traffic agencies, imposing pressure on enterprises and forcing them to operate under public supervision.

However, local residents would probably be unwilling to live in a place piled up with toxic chemicals.

“Production using hazardous chemicals and local residents’ tangible benefits have become a game,” Ma said. “Is it necessary to use a huge amount of toxic chemicals during the production process? These substances impose threats to our environment and health even if there are no accidents,” Ma added.

He expects that a balance can be found , which will lead to significant cuts in the use of toxic chemicals. “This is the true solution we need,” Ma said.
