No. That was a farcical speech. Jinnah knew he was building an Islamic state. With Muslim support. This was given to a cosmopolitan audience in elite circles.

Pakistan should be allowed to go any way it pleases. Zia etc should not concern us. They separated because they wanted an Islamic country where Islam can dictate their lives, without interference from others. Request to Indians. Let them be.

The partition was done in the understanding that those who are not comfortable with the so called Hindu sensitivities will shift to the new country created for them based on their religion.
Non Muslims were never asked if they want a separate country where they can live without Muslims.

But it is not a right of people in India. What is left of India that is.
Hindus and Buddhists etc did not decide to partition the country. Muslims did. 87 percent of them. Only a fraction actually left what is India today.
