The unreasonable criticism on Pakistan's defense budget

Ever since the budget has been announced in the parliament and some news channels have compared the figures of defense spending with that of education budget in a twisted fashion, a good portion of Pakistan's netizens have started to criticize the defence budget. I am writing few lines in order to bring up some valid arguments which I hope will help in rectification of certain misunderstandings.

The size of Defence Budget primarily depends upon two factors,

1: The acuteness of threat environment
2: The economic capacity of state

Pakistan being one of major hot spots of power struggle has to deal with multitude of threats. These threats primarily exists due to arch rivalry with India which has hegemonic intentions and seeks to suppress all its neighbors. Despite of suffering economic decline, India is still expanding its defence budget (currently $65.86 Billion) and is currently among top weapons purchaser in the World.

The security requirements of Pakistan dictates a minimum budget requirement of approximately $20 Billion. However due to poor economic support, Pakistan is restricted to spend below $8 Billion on its defense and has to comprehensively revise its defence planning process to accommodate the security requirements with in figures much lower than requisite benchmark. By keeping economic conditions into account, armed forces voluntarily requested not to increase the defense budget in year 2019-20.

The Military's requirement for Defence Budget in year 2020-21 was $9.08 Billion. However, again, after mutual understanding with GoP, the budget was reduced to mere $7.83 Billion.

The increment in Defence Budget is mere $260 Million instead of initially planned $1250 Million. The reduction will cost several important projects, many of which will either face delays while rest may suffer cancellation. And when ever a project is cancelled, it creates a void in capability which might be exploited by enemy in peace and war alike and can cause damage beyond comprehension.

The criticism on defence budget should be steered towards the debt payments which are consuming roughly 45% of National budget and have ruined the national economic growth. How Pakistan ended up in such debts? It's a matter of separate debate.

For sustainment of regional balance of power, maintaining minimum military capacity (which we are barely doing) is crucial. A major decline in defensive capabilities will collapse the deterrence and will lead to Indo Pak conflict. Henceforth, defence spending, either any idealistic person agrees or not, is crucial for thwarting wars and keeping the state intact so that other institutes can work within a well defined system within frame of National law & order.

Shown below is rough comparison of Indo-Pak net defence budgets in past three years. (pensions excluded)

Military Pensions alone is more than the entire expenditure of all 4 provinces combined. Let that sink in for a moment. Just the pension !. What kind of a nation are we? Why do we continue to put up with this crap when there are millions of people inside Pakistan dying of hunger , diseases and unemployment. At this point I can only think of North Korea which is similar in this regard.

Don't get into the liberal patwari arguments, the civilian governments had lots of chances to develop a strong economy and infrastructure but they failed and the military has been able to build their own really well.

No government whether Imran Khan or Nawaz can perform when the budget of all provinces is even less than the pension of military personnel.

After 18th amendment 60% of Federal income goes to provinces and their expenditures are reflected in their provincial expenses including pension of civil employees of provincial departments. Comparing civil pension expenditures with retire military pensions considering only federal figures doesn't seem fair. Secondly, defence personnel retire at relatively young age therefore, live long on pension compared to civil employee who retire at the age of 60.

Under 18th amendment, education and healthcare is provincial subject. Province take lion;s share of budget revenue. Under PPP and PMLN, this budget was being laundered abroad. But no one of our dishonest liberals will raise a question about it!

The total education expenditure is approx. Rs. 950bn. The total military budget is approx 1130 bn.

In the last year, development and military budget combined was 80% of total budget for debt servicing.

Its such a mischief on part of liberals, PPP and PmLN that they never talk about debt servicing budget. Pakistan debt shot up from $30b to $98 bn but the people who always talk about military budget never bat an eyelash for such a heavy burden. Its out of malice and hatred towards military and now thy have a bigger target for hatred and its Imran Khan.

In the modern economic world, pensions and budgets are made from collecting taxes and government officials answering to the locals for the development that happened or not -- the federal government can't keep tossing funds to those useless provincial governments. What Sindh shown the last 20+ years not one school is ranked in the top -- rather you have farmers housing cows in there. No thanks, nothing should be given either they start reforming and revitalizing the local economy and have a proper tax mechanism and accountability system in place.

Selective pick and choose does not work. Dont fall in this trap of military budget. We need a strong army just like we need a strong economy. A strong economy will not survive without strong military. There are too many security challenge in the region. In fact, what we spend on military is less than what we should be spending. But for that we need strong economy.

If the civilians are such failures, why keep them in charge? Perhaps the current model of governance is not working for Pakistan. Why not use a top-down approach like China, where one party, controlling teams of technocrats, run things and make decisions?

One can make the argument that Pakistan did better under military rule than under civilian rule.

No matter how much money you give to PPP they will loot it dry. Karachi makes up 1/3 of the GDP and is the largest city in the subcontinent in terms of population, economy and everything. Still a mismanaged, corrupt shithole. I live there and can confirm this. I would take noon league or martial law over Peepee peepee anyday.

That's what we want, but Mushraff screwed it up with his NRO deal and letting those useless black coats (lawyers) of their dog leash and we are seeing its effect till this day.

I'm all for a top-down military rule, we've always did better under them.

Liberalism is poison wherever it goes.
