Thar coal: MoU to set up 6,000MW power plants

LAHORE:
A Memorandum of Understanding (MoU) was signed between Sindh Engro Coal Mining Company Ltd (SECMC), China Power International Holding Ltd (CPIH), and Sino Sindh Resources (Pvt) Ltd (SSR) to develop Thar coal based power plants in Sindh with a generation capacity of 6,000 megawatts (MW).

According to the MoU, the parties have agreed to jointly develop coal-fired power projects with a total installed net capacity of 6,000 MW in Sindh, Pakistan, , within the next 10 years, which will be expected to use lignite coal mined from Block-I and Block-II in Thar Coalfields.
CPIH will be the majority shareholder and will be responsible for the implementation and execution of the power projects subject to the signing of the formal agreement and the approval of Pakistan Government.
The power projects will be developed in five phases of 1,200 MW each. Coal mining will be independently developed by SSR and SECMC for Block-II and Block-II, respectively, who will supply coal based on the coal demand created by the power projects developed by CPIH.
CPIH is a wholly-owned core enterprise of China Power Investment Corporation, one of five State Power Corporations in the People’s Republic of China. The principal business of CPIH is to develop, construct, own, operate and manage large power plants. Currently the company is managing power plants with a generation capacity of more than 23,000 MW.
SSR and SECMC are the developers of Thar Coal Mining Blocks-I and Block-II, respectively.
The Thar coalfields contain the world’s seventh largest coal reserves estimated at 175 billion tonnes, capable of generating 100,000 MW over the next 200 years, according to the government of Sindh.
Thar coal also has the advantage of economies of scale, which will result in a progressively lower coal price and predictable electricity price as the mining operation scales up and more power plants are added. Utilisation of Thar coal for power generation will result in huge forex savings.

Paksitan Thar Coal board should concentrate on getting the Arab investors get involoved in this project. As I am sure that their participation along with investment from local and foreign Pakistanis would really mean that by 2020 we will be able to generate 11000MW(11GW) easily.

one question. Few years ago 2010) , there was a MOU signed between Pakistan and china for an Investment of about $ 35 Bn.

Chinese premier Wen Jiabao has unveiled $35bn in economic deals with Pakistan, as part of a plan to commercially integrate the nation with China’s western region.

During a visit to Pakistan, Mr Wen on Sunday promised to create a deep alliance between Islamabad and Beijing based on economic co-operation that would tie the south Asian nation to China’s economic transformation. Mr Wen unveiled $20bn in government-to-government contracts and another $15bn in private sector deals.

The agreements outstrip the $16bn in deals China signed with India when Mr Wen recently visited Delhi. They are also a firm signal that Pakistan has an alternative to the US, which considers Pakistan a key – but not always reliable – ally in the fight against Islamic extremism and supplies considerable financial and military assistance.
The wide-ranging deals announced include the development of oil, gas and mineral resources in Pakistan. China also agreed to help Pakistan develop a space industry, expertise in oceanology, and more electronics and heavy industry.
The deals also include Chinese investment in the Karakoram Highway, which connects Islamabad to the north-western Chinese province of Xinjiang.

“This will be an important step for China to build road and rail links to eventually link Xinjiang to Pakistan’s southern coast along the Indian Ocean,” said a Pakistani official.

Mr Wen described the friendship between Beijing and Islamabad as “solid as a rock”, an affirmation that causes anxiety in India which views ties between China and Pakistan with increasing suspicion as a strategy to isolate it in south Asia.
Senior Pakistani officials applauded the magnitude of the Chinese engagement, saying the Chinese premier’s visit – the first in five years – represented Beijing’s most concerted attempt to help transform Pakistan’s economy.
Mr Wen told Pakistan’s parliament that China wanted to forge “deeper, closer and stronger” ties with Pakistan. The Chinese premier said “China and Pakistan will remain brothers for ever” in spite of Pakistan’s vulnerability to Islamist insurgency.Shortly after Mr Wen spoke, Chaudhary Nisar Ali, leader of the opposition in parliament, said: “You can go to any corner of our country and ask anyone about China and they will only say, China is a true friend. We [politicians] may have our differences but there is no difference on China.”

But other senior politicians were careful not to interpret Chinese assistance as undermining efforts to secure a lasting peace with arch-rival India. Yusuf Raza Gilani, Pakistan’s prime minister, said the warmth of the bilateral relationship between his country and neighbouring China was “not directed against any country”.

MOUs are toilet papers that lazy govts like to show to their public it means squat. I can goto NASA and tell them I want to be a astronaut and they will understand my feelings and agree with me that I should try to become an astronaut hence we have a memorandum of understanding
 
I am waiting for really development and I want to see practical but in Pakistan they sing just mou to gain political numbers actually there is lack of planning they invest different type of schemes like banazir income sport and sasta tandor and low quality laptops and car leasing just for plotically numbering no one is loyal with this country

There were some issues at thar
1-The coal deposits are situated beneath an underground water reservoir. The threat of contamination has forced the sindh government to stall the work.
2-Environmental implications have put a constraint at international funding since multilatral donors like ADB had refused to fund the plans for running power plants solely using the thar coal.
3- The coal of thar is either in Sub-bituminous or Bituminous form thus heat content is relatively small. Experts have suggested to mine the coal at later point when it would be near anthracite form or majority of deposit would be post Sub-bituminous form.
The news is quite silent on these issues.
 
How many times are they going to sign the same/similar MOU? I am tired of this 6000mw of nonsense when they only sign the mou's and keep signing and signing and signing with no practical work on ground.

Lets focus on development, lets start building it... How many more MOU's to sign
 
Whosoever comes to power, has to milk "thar COLA reserves", at least once.... this time around it's PMLN's turn........ I'm sure they will be still there, unused when I come to power in 20 years time.... :devil:

Naa, after 15 years it's my turn... and I will already have nurtured such projects to reality... and sorry I will be re-elected after 20 years so you are free to contest after 25 years if you don't intend to lose from me.

1) It's not an issue, unless there is no willingness to fix the issue..
2) Whole world is already producing a lot of energy just from coal.. Like China generates around 25% of their needs just from coal. What is the problem if Pakistan do same? When 1st world did that to become first world, we 3rd world also has the right to do same...
3) There are many other theories which speaks about some kind of diesel generation from the coal, and instead of burning direct coal, that diesel can be used for power house... These studies already available on library shelves...

This is the news not a research paper which will speaks about implication or feasibility study of the project..

Thar Coal is neither bituminous nor sub-bituminous. It is Lignite which is of lower quality than the bituminous varieties. Bituminous coals have high carbon content resulting in higher heating value. However, usually only low grade coals such as sub-bituminous and lignite are used for power generation.

The area being part of the Indus basin there are bound to be aquifers and indeed there are three within the deposit field. But water & aquifers are present in most coal & oil fields and never considered a serious impediment in mining.

Most common method for lignite mining is ‘Open pit’ mining. This requires large scale investment which GOP cannot afford. MOU’s mean very little. Let us hope that the project actually starts.

Niaz Bhai, is it possible to mix higher quality coal with lower quality coal & thereby make it a better combustible mix in the same way that one can mix Ethanol & Petrol in Brazil & elsewhere ? :unsure:
