Turkish retired general urges purchase of Chinese missiles

ISTANBUL - Turkish retired lieutenant general welcomed the government decision to buy the Chinese long rage surface-to-air missile system in a press conference on Saturday.

Ismail Hakki Pekin, former head of intelligent unit of chief of staff and Deputy-Chairman of the Turkish Patriotic Party, said at a press conference that "Turkey should definitely prefer Chinese missile system over the U.S. and other European countries because China will enable Turkey to produce its own national system in the near future by transferring technology."

He made the statement after the announcement by Turkish Defense Minister Ismet YilmazT last week that Turkey prefers to go ahead with the Chinese contract of long rage surface-to-air missile system ignited both concerns and excitements in Turkey and abroad.

He argued that the technology transfer will later enable Turkey to sell its defense system to the third parties making the country a defense industry exporter.

"The aim of U.S and European countries is to keep Turkey as much as a dependent country in terms of defense systems' equipment and technology," Pekin noted at the press conference.

Speaking on possible sanctions of U.S and NATO countries, Pekin said that Turkey should be ready against the pressures of the U.S. arms dealers due to the high price of the project.

According to the initial agreement with China, China's Precision Machinery Import and Export Corporation will transfer Turkey the critical technology and the source codes of the system.

The Chinese company offers the project for 3.4 billion U.S. dollars while the U.S. offer is 5 billion dollars and the France's offer is 4.4 billion dollars.

Pekin also said that in case of the installation of Chinese missile system, Turkey will most probably face delays of the deliveries of the military equipment from U.S. and NATO countries.

With the Chinese defense system Turkey will be a deterrent country in the region and will strengthen its hand against any possible threats that might come from Russia, Iran, Syria and Greece, Pekin told Xinhua.

"Chinese missile system is a vital project for Turkey in terms of strengthening Turkey's air defense and the countries defense against missiles," he said.

In the mean time, Turkey still didn't officially announce its final decision on the missiles deal.

Ankara has also been conducting talks with U.S. defense contractor Raytheon, the producer of the Patriot missile system and French-Italian company Eurosam over their SAMP/T system.

Why would there be a sanction? There are no limitations (either from Brussels or Washington) imposed on Ankara regarding which system it should choose, despite NATO's indignation at the decision to purchase these missiles.

There have been "threats" of similar sanctions on any company that co-operates with another US sanctioned company.

Ankara announced on February 19 that its proposed long-range air and anti-missile defense system will not be integrated with the systems of NATO, sparking a renewed slew of discussions on Turkey’s position in the developing security dynamic between the US, NATO and China. As a member of NATO, isn’t it ridiculous for Turkey to buy a Chinese missile defense system?

Turkey currently has no indigenous missile defense system, yet its quest to attain one marks one of its biggest national defense projects in recent years. After issuing a call for tender, in 2013 Turkey initially planned to award the project to a Chinese company, however, as NATO and US pressure against the plan mounted, it was ultimately postponed. Here, the main arguments posed by NATO and the US have been that “the deal could raise questions over security” and that the “Chinese-built system could not be integrated with Turkey’s joint air defense assets with NATO and the United States”.

Nonetheless, according to a report written on Lu toushe Web on 19 February, it seems that Turkey will continue to carry out its plans to buy a Chinese missile defense system.

Turkish Defense Minister İsmet Yilmaz said in a written response to a parliamentary inquiry that Turkey does not plan to integrate China’s HQ-9 missile system (exported as FD-2000 and commonly referred to as “Red Flag-9”) with its NATO systems. According to Yilmaz, since the postponement of the initial bidding process, no new offers were received. Additionally, sources in the Chinese media have quoted Yilmaz as saying that the best option is that offered by China. In this regard, another Turkish official has stated that the $3.4 billion deal with China was still under consideration.

While Ankara continues negotiations with all bidders, its final decision is yet to be made.

According to Chinese media, although Turkey has repeatedly claimed the Chinese offer to be the most competitive, it continues to drag its feet as a result of pressure emanating from the US and Europe, as made evident by its extension of the bidding process by another six months last December.

In September 2013, Turkey announced China’s “Red Flag-9” model as winner of the tender to the immediate dissatisfaction of the US and NATO, who claimed that it was impossible to integrate the Chinese system] into the NATO standard defense system. Under the pressure of its allies, Turkey’s Defense Ministry decided to extend the bidding period, suggesting that the US and European bidders reduce their offers. Nonetheless, Ankara announced today that it will continue negotiating with the Chinese company.

China’s Guan cha zhe Web quoted Chinese Foreign Ministry Spokeswoman Hua Chunying’s previous statements, where she emphasized that China’s sale of the “Red Flag-9” missile defense system to Turkey falls under standard military trade cooperation. She further claimed that normal business competition should not be politicized.

Chinese media commented that long-range missile defense systems are one of the most technically complex weapon systems, symbolizing a country’s military-industrial status. So far only China, the United States, Russia and a few other European countries have succeeded in developing this type of capability. Considering that these missiles are also expensive, they have become an important symbol of a country’s international geopolitical influence.

Turkish officials differ over NATO link of planned missile system

Senior Turkish officials have differed over whether the planned new-long range missiles will be compatible with NATO systems, with a presidential spokesperson correcting the defense minister Feb. 23, stressing that these systems will surely be integrated with the alliance’s defense structure.

“As one of the most important countries in NATO’s security line, we will definitely ensure this integration and harmony,” a spokesperson for the presidency, İbrahim Kalın, told reporters at a press conference.

Kalın made this point upon a question on Defense Minister İsmet Yılmaz’s recent statement, in which he argued the system wouldn’t be integrated into the alliance’s system.

NATO member Turkey chose China Precision Machinery Import and Export Corp as a preferred bidder in 2013 to supply the missile system, prompting Western concerns about security and the compatibility of the weaponry with NATO infrastructure. NATOcountries, particularly the United States, objected to the idea, pointing to the fact that these systems will not be integrated with the alliance defense structure.

In response to a parliamentary question, Yılmaz said last week Ankara did not plan to integrate the new defense system with NATO systems. Yılmaz said the evaluation of bids had been completed and no new offers had been received, but government officials later made clear that did not mean a final decision had been reached.

Eurosam, which is owned by Franco-Italian missile maker MBDA and France’s Thales, came second in the 2013 tender. U.S.-listed Raytheon Co. also put in an offer with its Patriot missile defense system, which is now operated by 13 countries around the world. There were reports that Eurosam renewed its bid to Turkey, but Yılmaz’s response to the parliamentary question refuted those reports. “The project will be financed through foreign financing. Work on assessing the bids has been completed and no new official bid has been received,” he said.

About half of Turkey’s network-based air defense radars have been paid for by NATOand are part of the NATO Air Defense Ground Environment, and Turkey’s decision to construct its first long-range system with a non-NATO country would make it a standalone system.

“Turkey can always decide to build a standalone system. But in that case, abstracting the air defense system from NATO assets would mean that Turkey will lose half of its radar capabilities,” one defense analyst had said.

Turkey would need interface data to make its own air defense architecture interoperable with NATO assets, primarily data on the Identify Friend and Foe system. This is a top secret system which cannot be installed into any Chinese system, the analyst said.

Maybe instead of the system, we just shall ask for the technology. So there would not be any problem with NATO and west too, as there would be no SAM which would 'have difficulties while integration with NATO', and we would still get the 'technology'.

All that matters most now is 'the technology' anyway. It is not like we are in a hurry to have our own separate SAM from NATO asap due to a possibility of war.

Patriots near our border would be more than enough for Syria if we would start a war with them.
