Phosphorus is part of most of smoke rounds in the world. There is nothing illegal about it. M825 rounds which Israel used are NOT chemical, NOT incendiary but smoke rounds. All NATO countries use these smoke rounds. Regular high explosive rounds are million times more deadly.
