So even if China did, is it really bound? morally ? There is no such thing as moral in International politics ? legally ? China is no Iraq to whom US can bomb out of will for non-existent WMD. The most likely avenue of enforcement is through restriction of Chinese trade. Will China use its military to start its own Opium Wars to force Chinese goods upon others?...Now we've just got to sit back.... and wait for someone to try and enforce it.

But America chose to abandon their "mutual defence treaty" with the Philippines instead of restricting even 1 cent in trade.
