New Delhi: Punjab Chief Minister Amarinder Singh on Saturday lamented the sorry state of weapons with the defence forces and claimed that the soldiers in Kashmir were swapping weapons with the ones they seize from terrorists.

“The soldiers of the regiment I served with are now posted in Kashmir and they are swapping their weapons with the ones they seize from terrorists because they like them better. If a soldier doesn't have confidence in his weapon, how can he fight? said Amarinder Singh at News18 Rising India Summit.

It was this very week when the Vice Chief of Army Staff, Lt Gen Sarath Chand, said that the defence budget had “dashed our hopes”.

Chand said this may end in the foreclosure of 25 ‘Make in India’ Defence projects that are currently in the pipeline.

“Allocation of Rs 21,388 crore for modernisation is insufficient even to cater for committed payments of Rs 29.033 crore for 125 ongoing schemes, emergency procurement and other requirements,” Chand told the parliamentary panel.

He said Armed Forces has “hardly any funds” for modernization in 2019, with 68 percent of the Army’s equipment of vintage category and only 8 percent in the “state of the art” category.

Amarinder Singh did concede that even during UPA time they didn’t make big defence purchases.

“Even in our time (UPA) we didn't make any big defence purchases. The Air Force has been asking for new aircraft, the Navy has been asking for upgrades. You don't have missiles, you don't have ammunition, you are using practise ammunition. This is absurd," said Amarinder.

Gotta wonder how does a Chief minister of Punjab knows about the state of weapons of IA in Kashmir?

Their budget is already humngous dont know why but it looks like their cheap tricks to justify increasing defence bduget as we can see from the report the guy crying about a whooping 21,380 crores to be a small budget

Someone should should see the movie Aiyarr that was recently released...There was one interesting dialogue which is interesting to be noted. " Kashmir insurgency is such as profitable industry where it is an win win situation for every active stakeholders except people of Kashmir and Indian Tax Payers money" . So no one is seriously interested to solve the problem because all the critical stakeholders starting with certain elements of Army of both India and Pakistan, Kashmir valley separatist leadership who gets money from both India and Pakistan,Politician of J&K, Insurgent groups in J&K and of course Gov of India are benefited...So no one is really interested for a solution...

Corruption is so rampant in South Asian politics that no one knows how much money is really spent on the Army people and them need than the amount budgeted for them...Again, it is not for India , same goes with your institutions too.

I though this was obvious

India has no real enemy or had a war in 20 years, so they create a non existent problem by calling Kashmiris freedom fighters to link them to terrorism and to justify spending the huge amounts of money India spends on military hardware without a public uproar.

its a joke India spends so much money on its armies when its has millions of poor people that are the poorest in the world.

But I dont see Pakistani army and institutions every two months apart coming up with complains about so and so weaponry's terrible state followed by demand for raise in budget. These kind of news are a regular items every two or three months apart from india.

Freeloaders are badmouthed everywhere - from developed world to developing world, from taxpaying citizens to an elder scolding the younger for sitting idle.

Most of defence budget goes into salary and pension of army personal and that means giving employment, not handouts that some are used to.

BTW, not interested to take economic lecture from a nation whose assets are negative 724 million USD as per IMF.

Your Army would do the same if they see Govt coffers overloaded with money.

If we go by that standard, then Pakistan should not spend anything on defence budget...So this logic does not hold true for any nation...

Pakistan was a challenge for India in 1990 but not in 2018...So i agree with you, in general, there is no challenge for India now in military term as no one would go for any war..But India is accepting the challenge of economic progress as a big challenge for us..And we are definitely working on it.

In India, many people say many things...And on top of it, Military institutions play a secondary role in decison making unlike Pakistan where your Civilian institutions are not respected whereas Army is respected..In India, Army chielf can say whatever he would like to say, but unless defence minister says anything, nothing happens in system....

So the bottomline is that BJP is a pro business party. But for domestic consumption, they use Pakistan as a punching bag in domestic politics( personally i do not like this idea of blaming everything for Pakistan for our own failure in ensuring security of our own citizens).

Talking about IMF, Maybe you Indians should be interested to take some lessons about feeding your poor rather then letting your generals do arms corruption they are known for worldwide.

India has highest number of people living below poverty line compared to any country of the world: World Bank

Pakistan has to spend what it has to on the military because of an unwanted American war on our door step for the last 15 years which has continuously spilled over into Pakistan and the fact that India spends so much on its military which is focused primarily against Pakistan so that spending is justified.
India has no leg to stand on as no one in the neighbourhood wants a war with India except Hindu radicals/terrorists in India.

Also all these weapons become useless on both sides when Nuclear war option is put on the table so spending billions on conventional weapons actually wont stop any wars. We both know nuclear is the only threshold both sides are scared off.
